{"id":154,"date":"2013-05-09T13:40:24","date_gmt":"2013-05-09T13:40:24","guid":{"rendered":"http:\/\/localhost\/test\/?p=24"},"modified":"2014-10-07T10:38:14","modified_gmt":"2014-10-07T08:38:14","slug":"rruge-e-gjate-larg-denimit-me-vdekje-nga-yllka-lamce","status":"publish","type":"post","link":"https:\/\/www.respublica.org.al\/web\/?p=154","title":{"rendered":"Rrug\u00eb e gjat\u00eb larg d\u00ebnimit me vdekje \u2013 nga Yllka Lam\u00e7e"},"content":{"rendered":"<p>Duhet reflektuar seriozisht mbi tendenc\u00ebn e nj\u00eb pjese t\u00eb shoq\u00ebris\u00eb shqiptare p\u00ebr t\u00eb k\u00ebrkuar d\u00ebnimin me vdekje sa her\u00eb p\u00ebrballet me krimin, e sidomos me krimin me dimension t\u00eb r\u00ebnd\u00ebsish\u00ebm social, si krimi mbi t\u00eb miturit.\u00a0Duhet t\u00eb na shqet\u00ebsoj\u00eb ky adresim i menj\u00ebhersh\u00ebm i \u00e7\u00ebshtjes drejt istanc\u00ebs finale, d\u00ebnimit kapital, duke anashkaluar sakaq shkaqet e krimit, p\u00ebrhapjen kapilare n\u00eb shoq\u00ebri, nivelet e p\u00ebrhapjes, jet\u00ebgjat\u00ebsin\u00eb n\u00eb vite. E sidomos duhet t\u00eb na shqet\u00ebsoj\u00eb q\u00ebndrimi i institucioneve shtet\u00ebrore dhe politikat e masat e munguara n\u00eb vite, t\u00eb llojit edukues, social, e m\u00eb tutje parandalues apo korrigjues t\u00eb lindjes s\u00eb krimit dhe t\u00eb pasojave t\u00eb tij.<\/p>\n<p>\u00cbsht\u00eb i pashmangsh\u00ebm roli i shtetit dhe i strukturave t\u00eb tij n\u00eb (mos)realizimin e \u201ckanunizimin\u201d sociales. Ashtu si\u00e7 \u00ebsht\u00eb e pashmangshme p\u00ebrgjegj\u00ebsia shtet\u00ebrore p\u00ebr t\u00eb gjitha politikat dhe nd\u00ebrhyrjet e munguara p\u00ebr parandalimin dhe kontrollin e krimit. E t\u00eb gjitha strukturave, duke filluar nga ato me natyr\u00eb sociale q\u00eb kan\u00eb p\u00ebrpar\u00ebsi kujdesin ndaj f\u00ebmij\u00ebve, pjes\u00ebs m\u00eb t\u00eb ekspozuar e m\u00eb n\u00eb rrezik t\u00eb shoq\u00ebris\u00eb; tek institucionet q\u00eb kan\u00eb p\u00ebr detyr\u00eb t\u00eb luftojn\u00eb varf\u00ebrin\u00eb, t\u00eb garantojn\u00eb minimumin e nevojsh\u00ebm njer\u00ebzor, t\u00eb garantojn\u00eb pun\u00ebsimin e gjith\u00e7ka ndikon n\u00eb p\u00ebrsh\u00ebndoshjen morale e dinjitoze, p\u00ebrve\u00e7se materiale t\u00eb sociales; tek institucionet e drejt\u00ebsis\u00eb, prokuror\u00eb e gjyqtar\u00eb, q\u00eb p\u00ebrher\u00eb e m\u00eb shum\u00eb minojn\u00eb besimin e shoq\u00ebris\u00eb n\u00eb strukturat e veta; e tek institucionet politike m\u00eb t\u00eb larta q\u00eb kan\u00eb gjeneruar brerjen dhe zhb\u00ebrjen e institucioneve t\u00eb m\u00ebsip\u00ebrme duke lejuar rr\u00ebzimin e tyre (edhe pse muret mbahen ende n\u00eb k\u00ebmb\u00eb).<\/p>\n<p>Duhet t\u00eb reflektojm\u00eb seriozisht p\u00ebr mosp\u00ebrputhjen e fort\u00eb mes nevoj\u00ebs p\u00ebr siguri dhe shp\u00ebrthimit t\u00eb k\u00ebsaj nevoje p\u00ebrball\u00eb vras\u00ebsit pedofil t\u00eb supozuar. Pse nevoja p\u00ebr siguri q\u00eb propozohet n\u00ebp\u00ebrmjet varjes publike t\u00eb kriminelit nuk merr p\u00ebr baz\u00eb nj\u00eb s\u00ebr\u00eb pasigurish themelore q\u00eb keqorientojn\u00eb p\u00ebrditshm\u00ebrisht bashk\u00ebjetes\u00ebn civile. Duke filluar nga pasiguria brenda mureve t\u00eb sht\u00ebpis\u00eb (krimi n\u00eb familje), jasht\u00eb atyre mureve (pasigurit\u00eb n\u00eb rrug\u00eb, n\u00eb ambjente pune, n\u00eb ambjente sociale, n\u00eb kuad\u00ebr proteste). E duke u shtrir\u00eb m\u00eb thell\u00eb e m\u00eb rreziksh\u00ebm n\u00eb pasigurin\u00eb q\u00eb institucionet ushqejn\u00eb me keqfunksionimin e tyre.<\/p>\n<p>\u00cbsht\u00eb e pamundur q\u00eb nj\u00eb shoq\u00ebri e organizuar n\u00eb shtet, q\u00eb prej dhjet\u00ebvje\u00e7ar\u00ebsh bashk\u00ebjeton pandash\u00ebm me pasigurin\u00eb, t\u00eb gjej\u00eb sh\u00ebrimin n\u00ebp\u00ebrmjet prerjes periodike t\u00eb ca kokave n\u00eb shesh. Siguria nuk kalon n\u00ebp\u00ebrmjet k\u00ebrkes\u00ebs p\u00ebr d\u00ebnimin kapital. Siguria shtrihet m\u00eb thell\u00eb dhe n\u00eb t\u00eb v\u00ebrtet\u00eb ka t\u00eb b\u00ebj\u00eb me fotografin\u00eb e nj\u00eb shoq\u00ebrie t\u00eb p\u00ebrkulur mbi t\u00eb tashmen, e q\u00eb vizionin e shpres\u00ebs pozitive e ka z\u00ebvend\u00ebsuar me at\u00eb t\u00eb nevoj\u00ebs p\u00ebr mbyllje, p\u00ebr kthim prapa, p\u00ebr siguri.<\/p>\n<p>Nevoja p\u00ebr t\u00eb jetuar me shpres\u00eb e n\u00eb mir\u00ebqenie \u00ebsht\u00eb z\u00ebvend\u00ebsuar nga nevoja p\u00ebr t\u2019u armatosur, p\u00ebr t\u00eb lin\u00e7uar e p\u00ebr t\u00eb nd\u00ebshkuar dhe funksionon vet\u00ebm si lidhje e shkurt\u00ebr e rrezikshme drejt uljes s\u00eb standardit t\u00eb ligjshm\u00ebris\u00eb.<\/p>\n<p>Heqja e d\u00ebnimit me vdekje \u00ebsht\u00eb nj\u00eb nd\u00ebr t\u00eb paktat arritje t\u00eb derisotshme edhe p\u00ebr shoq\u00ebrin\u00eb shqiptare, sado e reflektuar kjo nga standarde t\u00eb jashtme, t\u00eb cilat do t\u00eb donim prej koh\u00ebsh t\u2019i p\u00ebrvet\u00ebsonim. E me gjith\u00eb p\u00ebrpjekjet e shoq\u00ebrive t\u00eb organizuara n\u00eb shtet p\u00ebr eliminimin e k\u00ebsaj mase ekstreme nga rendet e tyre juridik\u00eb, sot gj\u00ebrat jan\u00eb ende n\u00eb proces e sip\u00ebr. N\u00eb dhjet\u00ebvje\u00e7arin e fundit, e jo pa kosto t\u00eb forta sociale, 141 shtete kan\u00eb shfuqizuar vendimin me vdekje, e kan\u00eb eliminuar n\u00eb praktik\u00eb ose kan\u00eb kufizuar zbatimin e saj vet\u00ebm p\u00ebr krimet m\u00eb t\u00eb r\u00ebnda.<\/p>\n<p>Heqja e d\u00ebnimit me vdekje \u00ebsht\u00eb nj\u00eb arritje shum\u00eb e v\u00ebshtir\u00eb q\u00eb n\u00ebnkupton nj\u00eb nd\u00ebr standardet m\u00eb dometh\u00ebn\u00ebs n\u00eb orientimin drejt vlerave me n\u00eb qend\u00ebr njeriun, jet\u00ebn, dinjitetin dhe t\u00eb drejtat e lirit\u00eb e tij. Q\u00eb n\u00ebnkupton baz\u00ebn e pik\u00ebnisjes p\u00ebr nj\u00eb shoq\u00ebri t\u00eb sh\u00ebndetshme. \u00cbsht\u00eb nj\u00eb aspirat\u00eb e v\u00ebshtir\u00eb por e domosdoshme dhe e pashmangshme p\u00ebr \u00e7do shoq\u00ebri n\u00eb k\u00ebrkim t\u00eb vetes. Mohimi i d\u00ebnimit me vdekje ka t\u00eb b\u00ebj\u00eb me njohjen e t\u00eb drejt\u00ebs s\u00eb jet\u00ebs dhe t\u00eb vler\u00ebs s\u00eb saj t\u00eb padiskutueshme. Mohimi i d\u00ebnimit m\u00eb vdekje n\u00ebnkupton mohimin e krimit dhe t\u00eb trajtimit \u00e7njer\u00ebzor, t\u00eb atij krimi e trajtimi q\u00eb sot e prej vitesh e bren individin dhe socialen shqiptare.<\/p>\n<p>Ekzekutimi, si form\u00eb ekstreme e agresionit fizik dhe mendor t\u00eb njeriut, nuk mund t\u00eb justifikohet me drejt\u00ebsiv\u00ebnien, nuk hyn n\u00eb logjik\u00ebn e drejt\u00ebsis\u00eb, e aq m\u00eb shum\u00eb n\u00ebp\u00ebrmjet dor\u00ebs s\u00eb shtetit. Asnj\u00ebher\u00eb nuk \u00ebsht\u00eb provuar forca frenuese e d\u00ebnimit me vdekje. Shteti q\u00eb vret, kryen nj\u00eb vrasje t\u00eb paramenduar. Shteti q\u00eb vret \u00ebsht\u00eb simptom\u00eb e kultur\u00ebs s\u00eb dhun\u00ebs dhe jo e zgjidhjeve ndaj dhun\u00ebs, sidomos n\u00eb shoq\u00ebri si ajo shqiptare q\u00eb i ka t\u00eb fresk\u00ebta manifestimet e pushtetit t\u00eb armatosur p\u00ebr q\u00ebllime mbijetese t\u00eb past\u00ebr partiake.<\/p>\n<p>Shteti dhe shoq\u00ebria q\u00eb k\u00ebrkojn\u00eb d\u00ebnimin me vdekje d\u00ebshmojn\u00eb t\u00eb nj\u00ebjt\u00ebn gatishm\u00ebri t\u00eb kriminelit n\u00eb p\u00ebrdorimin e dhun\u00ebs dhe t\u00eb asgjesimit fizik (e jo vet\u00ebm) t\u00eb tjetrit. Shteti q\u00eb vret \u00ebsht\u00eb sinonim diskriminimi dhe shtypjeje dhe shpesh vret pik\u00ebrisht m\u00eb t\u00eb margjinalizuarit e shoq\u00ebris\u00eb. Shteti q\u00eb vret p\u00ebrfaq\u00ebson krahun e armatosur t\u00eb regjimeve autoritare, si mjet k\u00ebrc\u00ebnimi dhe shtypjeje t\u00eb kund\u00ebrpal\u00ebs.<\/p>\n<p>D\u00ebnimi me vdekje nuk sh\u00ebron domosdoshm\u00ebrisht dhimbjen e t\u00eb af\u00ebrmve t\u00eb viktim\u00ebs, teksa marrja e nj\u00eb jete p\u00ebr nj\u00eb jete tjet\u00ebr n\u00ebnkupton hakmarrjen e ligj\u00ebruar. D\u00ebnimi me vdekje nuk l\u00eb mund\u00ebsi p\u00ebr asnj\u00eb rehabilitim t\u00eb mundsh\u00ebm, q\u00eb n\u00ebnkupton mohimin e njeriut dhe t\u00eb dinjitetit t\u00eb tij.<\/p>\n<p>D\u00ebnimi me vdekje k\u00ebrkohet si zgjdhje p\u00ebr pasigurin\u00eb, edhe pse pasiguria \u00ebsht\u00eb gjendja me t\u00eb cil\u00ebn jetohet e mbijetohet tashm\u00eb prej vitesh n\u00eb k\u00ebt\u00eb vend. Pasiguria e ushqyer nga nj\u00eb s\u00ebr\u00eb faktor\u00ebsh, por sidomos si simptoma kryesore e d\u00ebshtimit t\u00eb shtetit, nuk mund t\u00eb gjej\u00eb p\u00ebrgjigje n\u00eb p\u00ebrqafimin e strategjis\u00eb s\u00eb frik\u00ebs e t\u00eb jetuarit n\u00eb kushtet e emergjenc\u00ebs, e q\u00eb passjell vet\u00ebm cop\u00ebtimin e m\u00ebtejsh\u00ebm t\u00eb trupit social.<\/p>\n<p>Nuk \u00ebsht\u00eb frika nga pedofili apo vras\u00ebsi i rradh\u00ebs, por frika me t\u00eb cil\u00ebn bashk\u00ebjetohet n\u00eb t\u00eb gjitha nivelet sot, q\u00eb shfaqet akoma m\u00eb e fuqishme n\u00eb sisteme sociale q\u00eb ende p\u00ebrjetojn\u00eb tensione e transformime q\u00eb predispozojn\u00eb opinionin publik ndaj gjendjes s\u00eb ankthit kolektiv. Lidhja e tyre me stilin e jet\u00ebs e t\u00eb pun\u00ebs, me jet\u00ebn e pasigurt e me varf\u00ebrin\u00eb e skajshme t\u00eb individit duhet t\u00eb na b\u00ebj\u00eb t\u00eb reflektojm\u00eb e t\u00eb reagojm\u00eb ndaj origjin\u00ebs s\u00eb krimit. Obsesionohemi me sigurin\u00eb vet\u00ebm sporadikisht, e kujtohemi p\u00ebr t\u00eb nd\u00ebrkoh\u00eb q\u00eb kemi lejuar d\u00ebshtimin e funksionimit t\u00eb t\u00eb gjith\u00eb rrjetit t\u00eb supozuar institucional e social t\u00eb mekanizmave t\u00eb garancis\u00eb.<\/p>\n<p>D\u00ebshtimi i k\u00ebtij shteti \u00ebsht\u00eb d\u00ebshtimi yn\u00eb q\u00eb nuk kemi pretenduar n\u00eb vite p\u00ebrgjegj\u00ebsin\u00eb e tij, rregullisht, n\u00eb \u00e7do instanc\u00eb, pa lejuar q\u00eb situata t\u00eb precipitoj\u00eb e t\u00eb shnd\u00ebrrohet n\u00eb gangren\u00eb sociale, jasht\u00eb \u00e7do kontrolli social e institucional t\u00eb tij.<\/p>\n<p>E nd\u00ebrkoh\u00eb e ardhmja nuk pret p\u00ebr vendimet tona, por modelohet teksa ne ende k\u00ebrkojm\u00eb symbyllur e t\u00eb pand\u00ebrgjegj\u00ebsuar rrug\u00ebn p\u00ebr t\u2019u sh\u00ebruar, t\u00eb paudh\u00ebhequr ende nga nd\u00ebrgjegja kritike qytetare.<script type=\"text\/javascript\"
