Raporti eshte pjese e nje projekti te mbeshtetur nga Civil Rights Defenders, me fonde te Mbreterise se Suedise, i cili konsiston ne mundesimin e qytetareve te aksesojne informacionet publike, si dhe ne berjen e nje vleresimi te punes se Komisionerit per te Drejten e Informimit.<\/p>\n<p>Nje kermill (simboli i ngadalesise) terheq nje dosje avash avash per ta sjelle te kerkuesi. Dosja megjithese nje dite mberrin, ajo quhet se nuk ka ardhur kurre (per aq kohe sa ishte i vlefshem si informacion). Nen kete metafore, raporti solli shifra krahasuese me periudhat e meparshme (vitet 2015, 2016, 2017), per te vene re nese ka permiresime apo perkeqesime te treguesve. Ne thelb te diskutimit u shtrua pikerisht vonesa ne marrjen e informacionit, e cila dukshem eshte shtuar gjate vitit 2018. Afati i kthimit te pergjigjeve fillestare eshte rritur nga 13 ne 26 dite. Afati i reagimit pas ankimit administrativ eshte rritur nga 13 ne 25 dite. Vendimet e Komisionerit per te Drejten e Informimit merren per mesatarisht 54 dite. Nderkohe qe cilesia e vendimeve te Komisionerit eshte e mire, dinamika e trajtimit te rasteve ka lene per te deshiruar, duke sjelle si pasoje nje relaksim te institucioneve karshi detyrimeve sipas ligjit nr. 119\/2014 &#8220;Per te drejten e informimit&#8221;.
