An\u00ebtar\u00ebsimi i Shqip\u00ebris\u00eb n\u00eb BE varet nga p\u00ebrmbushja e standardeve t\u00eb BE-s\u00eb. Nj\u00eb prej fushave t\u00eb l\u00ebna pas dore \u00ebsht\u00eb drejt\u00ebsia penale, jo e par\u00eb nga k\u00ebndv\u00ebshtrimi i nd\u00ebshkimit t\u00eb krimit dhe korrupsionit, por e par\u00eb nga k\u00ebndv\u00ebshtrimi  i t\u00eb pandehurve, t\u00eb cil\u00ebt duhet t\u00eb g\u00ebzojn\u00eb t\u00eb drejta t\u00eb plota n\u00eb procesin penal q\u00eb mund t\u00eb zhvillohet kund\u00ebr tyre. Pik\u00ebrisht ky aspekt ishte, nd\u00ebr t\u00eb tjer\u00eb, n\u00eb fokusin e Res Publica dhe partner\u00ebve Fair Trials International dhe Civil Rights Defenders n\u00eb koh\u00ebt e fundit.<\/p>\n\n\n\n

M\u00eb 29 Janar 2021, u zhvillua takimi p\u00ebrmbyll\u00ebs i projektit dy-vje\u00e7ar \u2018\u2019Avancimi i t\u00eb drejtave procedurale n\u00eb Shqip\u00ebri\u2019\u2019 t\u00eb financuar nga Bashkimi Evropian dhe t\u00eb impelementuar nga \u201cFair Trials International\u201d, \u201cRes Publica\u201d, dhe \u201cCivil Rights Defenders\u201d, q\u00eb ka si q\u00ebllim t\u00eb p\u00ebrmir\u00ebsoj\u00eb nivelin e mbrojtjes s\u00eb t\u00eb drejtave procedurale penale n\u00eb Shqip\u00ebri.<\/p>\n\n\n\n

N\u00eb dy vjet projekti arriti t\u00eb analizoj\u00eb n\u00eb thell\u00ebsi kuadrin ligjor shqiptar n\u00eb krahasim me 6 direktiva t\u00eb BE-s\u00eb dhe jurisprudenc\u00ebs s\u00eb Gjykat\u00ebs Evropiane p\u00ebr t\u00eb Drejtat e Njeriut. Informacionet u plot\u00ebsuan edhe me t\u00eb dh\u00ebna t\u00eb r\u00ebnd\u00ebsishme t\u00eb marra nga aktor\u00eb t\u00eb sistemit, si gjyqtar\u00eb, prokuror\u00eb, avokat\u00eb, punonj\u00ebs policie.<\/p>\n\n\n\n

Nj\u00eb konferenc\u00eb 3 ditore e zhvilluar m\u00eb 29 – 31 Janar 2020 me tem\u00ebn \u201cP\u00ebrmir\u00ebsimi i t\u00eb drejtave procedurale n\u00eb Shqip\u00ebri: kontribuimi n\u00eb zbatimin efektiv dhe koherent t\u00eb t\u00eb drejt\u00ebs penale t\u00eb BE-s\u00eb n\u00eb fush\u00ebn e t\u00eb drejtave t\u00eb personave t\u00eb dyshuar ose t\u00eb akuzuar p\u00ebr krime\u201d, solli n\u00eb fokus studimin baz\u00eb mbi pajtueshm\u00ebrin\u00eb e normave p\u00ebr t\u00eb drejtat procedurale penale n\u00eb vend me ato t\u00eb acquis t\u00eb Bashkimit Evropian, sidomos krahasuar me 6 direktivat e Bashkimit Evropian q\u00eb garantojn\u00eb standarde procedurale n\u00eb gjykimin penal. Konferenca krijoi mund\u00ebsin\u00eb p\u00ebr ndarjen e p\u00ebrvojave mes aktor\u00ebve nga vendet e Bashkimit Evropian si dhe p\u00ebrfaq\u00ebsues shqiptar\u00eb t\u00eb institucioneve shqiptar\u00eb t\u00eb drejt\u00ebsis\u00eb dhe institucioneve akademike t\u00eb cil\u00ebt do t\u00eb diskutojn\u00eb mbi m\u00ebnyr\u00ebn sesi duhet reformuar drejt\u00ebsia penale n\u00eb vend.<\/p>\n\n\n\n

Projekti pati mund\u00ebsin\u00eb t\u00eb angazhoj\u00eb nj\u00eb grup specialist\u00ebsh nga organizata jofitimprur\u00ebse dhe avokat\u00eb praktikant\u00eb, t\u00eb cil\u00ebt n\u00eb 6 takime t\u00eb zhvilluara shk\u00ebmbyen ide, informacione dhe koordinuan veprimet p\u00ebr t\u00eb avancuar t\u00eb drejtat procedurale penale n\u00eb praktik\u00eb.<\/p>\n\n\n\n

Megjith\u00eb v\u00ebshtir\u00ebsit\u00eb e shkaktuara nga pandemia e Covid-19, projekti arriti t\u00eb trajnoj\u00eb n\u00eb 6 trajnime formale dhe disa trajnime informale 80 profesionist\u00eb t\u00eb ligjit, kryesisht avokat\u00eb praktikant\u00eb, n\u00eb 6 qytete t\u00eb ndryshme, n\u00eb Korc\u00eb, Pogradec, Sarand\u00eb, Vlor\u00eb, Shkod\u00ebr dhe Tiran\u00eb. Nj\u00eb gjyq imitues u zhvillua p\u00ebr t\u00eb materializuar n\u00eb praktik\u00eb njohurit\u00eb e fituara n\u00eb trajnime, ku pati nj\u00eb performanc\u00eb t\u00eb mir\u00eb t\u00eb pjes\u00ebmarr\u00ebsve.<\/p>\n\n\n\n

N\u00eb p\u00ebrfundim, materialet e p\u00ebrfituara nga ky projekt jan\u00eb t\u00eb gatshme p\u00ebr t\u2019u shftyt\u00ebzuar nga autoritetet politik\u00ebb\u00ebr\u00ebse p\u00ebr rishikimin e kuadrit ligjor apo p\u00ebrmir\u00ebsimin e akteve n\u00ebnligjore dhe t\u00eb praktik\u00ebs, si dhe organizatat dhe aktivist\u00ebt e angazhuar n\u00eb advokimin e t\u00eb drejt\u00ebs p\u00ebr proces t\u00eb rregullt ligjor.<\/p>\n\n\n\n
