Nuk jemi n\u00eb dijeni t\u00eb qoft\u00eb edhe nj\u00eb dokumenti t\u00eb vet\u00ebm q\u00eb t\u00eb v\u00ebrtetoj\u00eb se ndaj banor\u00ebve q\u00eb u detyruan t\u00eb shp\u00ebrngulen pas t\u00ebrmetit, t\u00eb jen\u00eb zbatuar t\u00eb drejtat q\u00eb u garantohen nga ligji p\u00ebr strehimin social apo dhe nga VKM q\u00eb p\u00ebrcakton procedurat e zhvendosjes, i miratuar n\u00eb Maj 2019.<\/p>\n\n\n\n<p>Megjith\u00ebse n\u00eb ligj flitet qart\u00ebsisht p\u00ebr detyrimin q\u00eb nj\u00ebsia vendore ka ndaj personave t\u00eb cil\u00ebt jan\u00eb t\u00eb detyruar t\u00eb shp\u00ebrngulen, Res Publica konstaton se ky ligj \u00ebsht\u00eb injoruar nga Bashkia n\u00eb t\u00eb gjitha veprimet q\u00eb jan\u00eb nd\u00ebrmarr\u00eb n\u00eb procesin e rind\u00ebrtimit. Shkeljet kan\u00eb qen\u00eb flagrante kryesisht n\u00eb Kombinat, Lagjen 5 Maji, apo edhe s\u00eb fundmi n\u00eb rrug\u00ebn Myslym Keta n\u00eb zon\u00ebn e Kinostudios.<\/p>\n\n\n\n<p>P\u00ebr shkak t\u00eb planeve zhvillimore t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs vet\u00ebm n\u00eb Kombinat jan\u00eb shp\u00ebrngulur mbi 3 mij\u00eb persona, pasi m\u00eb her\u00ebt banesat e tyre u klasifikuan me d\u00ebmtim t\u00eb mas\u00ebs DS4 dhe DS5. Sipas shifrave zyrtare, nga t\u00ebrmeti jan\u00eb prekur indirekt mbi 202 mij\u00eb shtetas, ku 17 mij\u00eb persona jan\u00eb detyruar t\u00eb shp\u00ebrngulen. Res Publika ka konstatuar se t\u00eb gjitha rastet e shp\u00ebrnguljes jan\u00eb b\u00ebr\u00eb n\u00eb kund\u00ebrshtim me ligjin, jo vet\u00ebm n\u00eb ato raste kur shembja u vendos n\u00eb m\u00ebnyr\u00eb abuzive dhe pallatet nuk ishin realisht t\u00eb d\u00ebmtuar, por edhe n\u00eb ato raste kur banesat ishin v\u00ebrtet t\u00eb d\u00ebmtuara.<\/p>\n\n\n\n<p>Abuzimet e kryerja ndaj qytetar\u00ebve n\u00eb rastet e shp\u00ebrnguljes jan\u00eb konstatuar edhe nga Avokati i Popullit i cili n\u00eb nj\u00eb raport t\u00eb publikuar me 3 Qershor 2022 dilte n\u00eb p\u00ebrfundimin se prishja e nd\u00ebrtesave dhe shp\u00ebrngulja e banor\u00ebve u b\u00eb n\u00eb kund\u00ebrshtim me ligjin.<\/p>\n\n\n\n<p><strong><em>Ligji mbi Strehimin Social<\/em><\/strong><\/p>\n\n\n\n<p>T\u00eb gjith\u00eb personat, banesat e t\u00eb cil\u00ebve u d\u00ebmtuan nga t\u00ebrmeti, por edhe ata t\u00eb cil\u00ebt humb\u00ebn sht\u00ebpin\u00eb e tyre p\u00ebr shkak t\u00eb vendimeve t\u00eb kontestueshme t\u00eb K\u00ebshillit Bashkiak t\u00eb Tiran\u00ebs, konsiderohen si t\u00eb pastreh\u00eb dhe trajtohen nga institucionet n\u00eb baz\u00eb t\u00eb ligjit p\u00ebr strehimin social, i miratuar n\u00eb vitin 2018.<\/p>\n\n\n\n<p>Ligji p\u00ebrcakton kategorit\u00eb q\u00eb p\u00ebrfitojn\u00eb statusin e t\u00eb pastrehut, programet sociale q\u00eb kjo kategori p\u00ebrfiton si dhe detyrimet e nj\u00ebsive vendore p\u00ebr t\u00eb garantuar nj\u00eb strehim t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr t\u00eb gjith\u00eb individ\u00ebt q\u00eb jan\u00eb subjekt i k\u00ebtij ligji.<\/p>\n\n\n\n<p>Neni 13 thot\u00eb se statusin e p\u00ebrfituesit nga programet sociale e g\u00ebzon \u00e7do individ q\u00eb ka mbetur i pastreh\u00eb si rezultat i fatkeq\u00ebsive natyrore. Bashkia e Tiran\u00ebs refuzoi t\u00eb jap\u00eb informacion t\u00eb sakt\u00eb se sa familje kan\u00eb p\u00ebrfituar k\u00ebt\u00eb status si rezultat i procesit t\u00eb nd\u00ebrtimit. Dokumentet e grumbulluara nga Res Publica tregojn\u00eb se vet\u00ebm n\u00eb Tiran\u00eb jan\u00eb planifikuar p\u00ebr t\u00eb shembur 95 objekte. P\u00ebr periudh\u00ebn 2020-2022, nga monitorimi n\u00eb faqen zyrtare t\u00eb Bashkis\u00eb Tiran\u00eb, rezulton se jan\u00eb miratuar n\u00eb total 67 vendime p\u00ebr shembjen e detyruar t\u00eb objekteve.<\/p>\n\n\n\n<p>Vendimet bashkiake bazohen n\u00eb Aktin Normativ nr. 9\/2019 \u201cP\u00ebr p\u00ebrballimin e pasojave t\u00eb fatkeq\u00ebsis\u00eb natyrore\u201d ku d\u00ebmtimet e shkaktuara nga t\u00ebrmeti vler\u00ebsohen nd\u00ebrmjet shkall\u00ebve nga DS1 n\u00eb DS5, ku DS1 \u00ebsht\u00eb shkalla m\u00eb e leht\u00eb e d\u00ebmtimit dhe DS5 shkalla m\u00eb e r\u00ebnd\u00eb e d\u00ebmtimit. N\u00ebse shkalla \u00ebsht\u00eb e leht\u00eb dhe mesatare, pra nga DS1-DS3 banor\u00ebt marrin nj\u00eb fond financiar n\u00eb var\u00ebsi t\u00eb d\u00ebmtimit. P\u00ebr shkall\u00ebn e d\u00ebmtimit DS4, sipas nenit 34 t\u00eb aktit normativ, n\u00ebse nd\u00ebrhyrjet p\u00ebr riparimin e struktur\u00ebs s\u00eb godin\u00ebs kushtojn\u00eb m\u00eb shum\u00eb se 70% e kostos s\u00eb rind\u00ebrtimit nga e para t\u00eb godin\u00ebs, at\u00ebher\u00eb autoriteti p\u00ebrgjegj\u00ebs vendos shembjen e detyruar t\u00eb k\u00ebtij objekti. Nd\u00ebrsa n\u00eb rastin kur shkalla e d\u00ebmtimit \u00ebsht\u00eb DS5 ajo shembet sepse p\u00ebrb\u00ebn rrezik iminent.<\/p>\n\n\n\n<p>Menj\u00ebher\u00eb pas nxjerrjes s\u00eb k\u00ebtyre akteve, t\u00eb gjith\u00eb banor\u00ebt e prekur p\u00ebrfitojn\u00eb statusin e t\u00eb pastrehut dhe Bashkia e Tiran\u00ebs \u00ebsht\u00eb e detyruar q\u00eb t\u2019i trajtoj\u00eb ata n\u00eb baz\u00eb t\u00eb ligjit p\u00ebr strehimin social. Grupimi p\u00ebr Kombinatin thot\u00eb se vet\u00ebm n\u00eb Kombinat jan\u00eb shp\u00ebrngulur mbi 3000 persona nd\u00ebrkoh\u00eb n\u00eb planet e Bashkis\u00eb s\u00eb Tiran\u00ebs jan\u00eb p\u00ebr t\u2019u shembur, t\u00eb pakt\u00ebn edhe 27 pallate t\u00eb tjera.<\/p>\n\n\n\n<p>Res Publica e pati t\u00eb pamundur t\u00eb p\u00ebr zbuluar numrin e sakt\u00eb t\u00eb familjeve q\u00eb kan\u00eb humbur banes\u00ebn e tyre p\u00ebr shkak t\u00eb procesit t\u00eb rind\u00ebrtimit, por zyrtar\u00eb t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs kan\u00eb deklaruar n\u00eb media se <a href=\"https:\/\/euronews.al\/te-pastrehet-nga-termeti-bashkia-e-tiranes-rreth-7-mije-vete-moren-bonusin-e-qirase\/\">jan\u00eb rreth 2274 familje <\/a>q\u00eb trajtohen me bonus qiraje sipas ligjit p\u00ebr strehimin social.<\/p>\n\n\n\n<p>Dokumentet dhe intervistat tregojn\u00eb s\u00eb n\u00eb t\u00eb gjitha rastet e trajtuara nga Bashkia jan\u00eb n\u00eb kund\u00ebrshtim t\u00eb plot\u00eb me ligjin e strehimit social dhe aktet e qeveris\u00eb q\u00eb p\u00ebrcaktojn\u00eb kriteret e qarta t\u00eb shp\u00ebrnguljes s\u00eb banor\u00ebve kur ata kthehen n\u00eb p\u00ebrfitues t\u00eb programeve t\u00eb qeveris\u00eb p\u00ebr strehimin.<\/p>\n\n\n\n<p>Res Publica nuk gjeti asnj\u00eb rast t\u00eb vet\u00ebm q\u00eb banor\u00ebt t\u00eb jen\u00eb njoftuar mbi arsyet e zhvendosjes 30 dit\u00eb p\u00ebrpara nxjerrjes s\u00eb aktit administrativ t\u00eb Bashkis\u00eb, si dhe t\u00eb jen\u00eb informuar p\u00ebr mund\u00ebsit\u00eb alternative t\u00eb strehimit t\u00eb tyre, si\u00e7 ligji e parashikon.<\/p>\n\n\n\n<p>\u201c\u00c7do subjekt q\u00eb zbaton nj\u00eb program social strehimi p\u00ebrfshin n\u00eb proces konsultimi komunitetin q\u00eb preket dhe e njofton at\u00eb p\u00ebr ato q\u00eb p\u00ebrfiton nga programi\u201d- thuhet n\u00eb nenin 8 t\u00eb ligjit.<\/p>\n\n\n\n<p>Banor\u00ebt e prekur nga procesi i rind\u00ebrtimit i than\u00eb qendr\u00ebs Res Publica se ata kurr\u00eb nuk kan\u00eb qen\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb nj\u00eb proces konsultimi me autoritetet vendore, jo vet\u00ebm p\u00ebr planet zhvillimore por edhe p\u00ebr m\u00ebnyr\u00ebn e trajtimit t\u00eb tyre pas rr\u00ebnimit t\u00eb banesave. Sot pas 3 vitesh nga t\u00ebrmeti mij\u00ebra banor\u00eb jan\u00eb ende t\u00eb paqart\u00eb mbi m\u00ebnyr\u00ebn se si do t\u00eb trajtohen nga Bashkia p\u00ebr strehimin e tyre.<\/p>\n\n\n\n<p>Sipas ligjit, organet e nj\u00ebsive t\u00eb vet\u00ebqeverisjes vendore duhet t\u00eb sigurojn\u00eb, \u201cinformacion t\u00eb plot\u00eb, t\u00eb leht\u00eb p\u00ebr t\u2019u gjetur, t\u00eb kuptuesh\u00ebm dhe t\u00eb lexuesh\u00ebm p\u00ebr \u00e7do familje. Informacioni duhet t\u00eb p\u00ebrmbaj\u00eb: i) llojin e programit social t\u00eb strehimit q\u00eb zbatohet n\u00eb at\u00eb nj\u00ebsi t\u00eb vet\u00ebqeverisjes vendore; ii) kushtet q\u00eb duhet t\u00eb plot\u00ebsojn\u00eb subjektet e interesuara p\u00ebr t\u2019u p\u00ebrfshir\u00eb n\u00eb programin specifik t\u00eb strehimit; iii) dokumentacionin q\u00eb k\u00ebrkohet p\u00ebr verifikimin e t\u00eb dh\u00ebnave q\u00eb deklaron subjekti i interesuar; iv) procedur\u00ebn q\u00eb do t\u00eb ndiqet nga nj\u00ebsia e vet\u00ebqeverisjes vendore p\u00ebr miratimin e p\u00ebrfituesve; v) organin ankimor, t\u00eb cilit duhet t\u2019i drejtohet subjekti q\u00eb nuk \u00ebsht\u00eb p\u00ebrzgjedhur si fitues, afatet kohore dhe formatin e ankimit\u201d.<\/p>\n\n\n\n<p>Por n\u00eb vend t\u00eb informacioneve t\u00eb plota, si\u00e7 parashikon ligji, Res Publica ka zbuluar se n\u00eb t\u00eb gjitha rastet e shembjes s\u00eb objekteve banor\u00ebve u kan\u00eb mb\u00ebrritur njoftime verbale dhe n\u00eb ndonj\u00eb rast ndonj\u00eb fletushk\u00eb pa firm\u00eb e vule, q\u00eb lajm\u00ebronte prishjen e detyruar t\u00eb godin\u00ebs dhe urdh\u00ebronte braktisjen e apartamenteve, vet\u00ebm pak dit\u00eb ose or\u00eb para shembjes.<\/p>\n\n\n\n<p>E vetmja ndihm\u00eb e ofruar familjeve t\u00eb prekura \u00ebsht\u00eb nj\u00eb shum\u00eb parash e quajtur \u201cBonusi i strehimit p\u00ebr t\u00ebrmetin\u201d<\/p>\n\n\n\n<p>P\u00ebr shembull, nj\u00eb familje me 4 pjes\u00ebtar\u00eb p\u00ebrfiton nj\u00eb shum\u00eb prej 18 mij\u00eb lek\u00ebsh t\u00eb reja, nd\u00ebrkoh\u00eb q\u00eb shuma m\u00eb e lart\u00eb e akorduar \u00ebsht\u00eb ajo e 24 mij\u00eb lek\u00ebve t\u00eb reja.<\/p>\n\n\n\n<p>Forma q\u00eb Bashkia e Tiran\u00ebs ka zgjedhur t\u00eb kompensoj\u00eb familjet e prekura nga kjo fatkeq\u00ebsi natyrore nuk p\u00ebrcaktohet n\u00eb asnj\u00eb prej neneve t\u00eb ligjit p\u00ebr strehimin.<\/p>\n\n\n\n<p>Madje sipas VKM p\u00ebr zhvendosjen e familjeve nga vendbanimi a strehimi i tyre, nj\u00ebsia e vet\u00ebqeverisjes vendore ofron strehimin p\u00ebrmes subvencionimit t\u00eb qiras\u00eb, vet\u00ebm pasi ka siguruar kontrata me pronarin social.<\/p>\n\n\n\n<p>Sipas deklaratave publike t\u00eb zyrtar\u00ebve t\u00eb lart\u00eb t\u00eb Bashkis\u00eb&nbsp; s\u00eb Tiran\u00ebs kan\u00eb qen\u00eb familjet ato t\u00eb cilat kan\u00eb p\u00ebrcaktuar vendstrehimin e tyre nd\u00ebrkoh\u00eb q\u00eb shumica prej tyre kan\u00eb zgjedhur periferin\u00eb p\u00ebr shkak t\u00eb tarifave t\u00eb larta t\u00eb qiras\u00eb n\u00eb zonat urbane.<\/p>\n\n\n\n<p>K\u00ebto nuk jan\u00eb shkeljet e vetme q\u00eb Res Publica ka konstatuar n\u00eb procesin e rind\u00ebrtimit. Dhjet\u00ebra procese gjyq\u00ebsore dhe intervista tregojn\u00eb se shp\u00ebrngulja e banor\u00ebve, banesat e t\u00eb cil\u00ebve jan\u00eb rr\u00ebnuara nga fadromat e Inspektoratit t\u00eb Mbrojtjes s\u00eb Territorit, jan\u00eb kryer n\u00eb kund\u00ebrshtim t\u00eb plot\u00eb me ligjin.<\/p>\n\n\n\n<p><em>\u201cZhvendosja nuk zbatohet pa siguruar m\u00eb par\u00eb sistemimin me strehim t\u00eb p\u00ebrshtatsh\u00ebm t\u00eb familjeve q\u00eb zhvendosen\u201d<\/em> &#8211; thuhet n\u00eb ligj sipas t\u00eb cilit familjet q\u00eb preken p\u00ebrfitojn\u00eb ndihm\u00eb juridike t\u00eb garantuar nga shteti.<\/p>\n\n\n\n<p><strong><em>Forca e Maliqit<\/em><\/strong><\/p>\n\n\n\n<p>M\u00ebngjesin e 18 Qershorit 2021 disa fadroma t\u00eb IMT rrethuan pallatin 153 n\u00eb rrug\u00ebn &#8220;Sokrat Mosko&#8221; n\u00eb Kombinat, duke nisur n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb ekzekutimin e vendimit t\u00eb K\u00ebshilli Bashkiak i Tiran\u00ebs. P\u00ebr nj\u00eb vit, asnj\u00eb prej zyrtar\u00ebve t\u00eb bashkis\u00eb s\u00eb Tiran\u00ebs nuk kishte gjetur koh\u00eb t\u00eb njoftonte banor\u00ebt p\u00ebr vendimet e nd\u00ebrmarra nga ky institucion p\u00ebr prishjes banesave t\u00eb tyre. Fadromat thjesht nis\u00ebn pun\u00eb e tyre t\u00eb rr\u00ebnimit t\u00eb gjith\u00e7kaje aty.<\/p>\n\n\n\n<p>Nj\u00eb vit e 7 muaj m\u00eb pas, qindra forca policie rrethuan rreth or\u00ebs 04:00 t\u00eb m\u00ebngjesit pallatin nr. 4 n\u00eb rrug\u00ebn \u201cMyslym Keta\u201d.&nbsp;<\/p>\n\n\n\n<p>N\u00eb kund\u00ebrshtim t\u00eb plot\u00eb m\u00eb ligjin i cili \u201cndalon d\u00ebbimin e individ\u00ebve\/familjeve nga vendbanimi i tyre\u201d, burra e gra u nxor\u00ebn forc\u00ebrisht nga sht\u00ebpit\u00eb e tyre, pasi Bashkis\u00eb s\u00eb Tiran\u00ebs i duhej me urgjenc\u00eb shembja e pallatit ende pa zbardhur dita e h\u00ebn\u00eb.<\/p>\n\n\n\n<p>N\u00eb or\u00ebn 09:00 t\u00eb dat\u00ebs 19 Dhjetor 2022, n\u00eb gjykat\u00ebn Administrative ishte planifikuar p\u00ebr t\u2019u zhvilluar seanca ku do t\u00eb shqyrtohej k\u00ebrkesa p\u00ebr t\u00eb pezulluar shembjen e objektit nga fadromat e IMT, deri sa t\u00eb kishte nj\u00eb vendimmarrje mbi ligjshm\u00ebrin\u00eb e akteve t\u00eb prodhuara nga Bashkia e Tiran\u00ebs dhe Institutit i Nd\u00ebrtimit.<\/p>\n\n\n\n<p>Fadromat e IMT prish\u00ebn shkall\u00ebt hyr\u00ebse n\u00eb katet e para t\u00eb pallatit dhe pse ligji parashikon ankimin e vendimit t\u00eb nj\u00ebsis\u00eb s\u00eb vet\u00ebqeverisjes vendore.<\/p>\n\n\n\n<p>N\u00eb kund\u00ebrshtim t\u00eb plot\u00eb me ligjin, p\u00ebr t\u2019i nxjerr\u00eb me dhun\u00eb banor\u00ebt nga sht\u00ebpit\u00eb e tyre, shteti u angazhua me t\u00eb gjith\u00eb forc\u00ebn e tij.<\/p>\n\n\n\n<p><em>\u201cVijn\u00eb dy vet\u00eb civil\u00eb n\u00eb 04:00 t\u00eb m\u00ebngjesit, na presin ujin dhe policia i mb\u00ebshtet. Nuk kan\u00eb as letra, as vendim, asgj\u00eb nuk kan\u00eb me vete\u201d<\/em> &#8211; tregoi nj\u00eb prej banor\u00ebve sipas t\u00eb cilit punonj\u00ebsit e UKT sharronin tubat e ujit n\u00ebn mbrojtjen e policis\u00eb.<\/p>\n\n\n\n<p>T\u00eb tjer\u00eb than\u00eb se nuk kishin asnj\u00eb informacion se ku do t\u00eb strehoheshin.<\/p>\n\n\n\n<p>Pallati n\u00eb rrug\u00ebn \u201cMyslim Keta\u201d u prish nga fadromat e IMT dhe qindra forca police pa pritur se \u00e7do vendoste Gjykata. Ky aksion policor \u00ebsht\u00eb n\u00eb kund\u00ebrshtim t\u00eb plot\u00eb me ligjin dhe aktet e qeveris\u00eb.<\/p>\n\n\n\n<p>Sipas VKM-s\u00eb, q\u00eb qeveria ka miratuar n\u00eb maj t\u00eb 2019, procedurat e zhvendosjes t\u00eb banor\u00ebve realizohen n\u00eb respektim t\u00eb s\u00eb drejt\u00ebs p\u00ebr nj\u00eb proces t\u00eb rregullt ligjor, si dhe t\u00eb t\u00eb drejtave e lirive t\u00eb njeriut t\u00eb garantuara n\u00eb Republik\u00ebn e Shqip\u00ebris\u00eb e sipas standardeve nd\u00ebrkomb\u00ebtare t\u00eb zbatueshme n\u00eb vend, p\u00ebrfshir\u00eb t\u00eb drejt\u00ebn p\u00ebr kushte t\u00eb p\u00ebrshtatshme strehimi.<\/p>\n\n\n\n<p>Sipas vendimit t\u00eb qeveris\u00eb, nj\u00ebsit\u00eb e vet\u00ebqeverisjes vendore, gjat\u00eb procedur\u00ebs s\u00eb zhvendosjes, respektojn\u00eb, mbrojn\u00eb dhe p\u00ebrmbushin t\u00eb gjitha t\u00eb drejtat e lirit\u00eb themelore t\u00eb njeriut, duke garantuar familjeve strehim t\u00eb p\u00ebrshtatsh\u00ebm dhe mjetin ligjor mbrojt\u00ebs ndaj vendimmarrjes p\u00ebr zhvendosje t\u00eb parashikuar nga legjislacioni n\u00eb fuqi.<\/p>\n\n\n\n<p>Sipas vendimit t\u00eb qeveris\u00eb, informimi \u00ebsht\u00eb nj\u00eb pik\u00eb e r\u00ebnd\u00ebsishme, pa t\u00eb cilin nuk duhet t\u00eb kryhet asnj\u00eb zhvendosje e personave q\u00eb preken nga planet e zhvillimit.<\/p>\n\n\n\n<p><em>\u201cIndivid\u00ebt q\u00eb u n\u00ebnshtrohen procedurave t\u00eb zhvendosjes, informohen, pa k\u00ebrkes\u00eb, n\u00eb p\u00ebrputhje me legjislacion n\u00eb fuqi p\u00ebr t\u00eb drejt\u00ebn e informimit, p\u00ebrmes mjeteve t\u00eb ndryshme t\u00eb informimit e duke garantuar aksesin n\u00eb informacion edhe p\u00ebr grupe vunerab\u00ebl apo pakica, p\u00ebrfshir\u00eb edhe personat me aft\u00ebsi t\u00eb kufizuar\u201d <\/em>&#8211; thuhet n\u00eb VKM.<\/p>\n\n\n\n<p><em>\u201cZhvendosja nuk zbatohet pa siguruar m\u00eb par\u00eb sistemimin me strehim t\u00eb p\u00ebrshtatsh\u00ebm t\u00eb individ\u00ebve dhe se nj\u00ebsia e vet\u00ebqeverisjes vendore informon me shkrim individin p\u00ebr mund\u00ebsit\u00eb alternative t\u00eb strehimit\u201d<\/em> &#8211; sanksionon VKM-ja<\/p>\n\n\n\n<p>Vendimi i qeveris\u00eb p\u00ebrcakton se individi jep mendimin e tij me shkrim mbi alternativat e strehimit dhe mendimi i tij duhet t\u00eb merret n\u00eb konsiderat\u00eb nga nj\u00ebsin\u00eb e vet\u00ebqeverisjes vendore n\u00eb nxjerrjen e vendimit p\u00ebrfundimtar p\u00ebr strehimin.&nbsp;<\/p>\n\n\n\n<p>Banor\u00eb t\u00eb cil\u00ebt kan\u00eb qen\u00eb viktima t\u00eb shp\u00ebrnguljes i than\u00eb qendr\u00ebs Res Publica se atyre kurr\u00eb nuk u \u00ebsht\u00eb k\u00ebrkuar nj\u00eb mendim i till\u00eb. Madje ata nuk kan\u00eb qen\u00eb n\u00eb dijeni t\u00eb t\u00eb drejtave t\u00eb tyre edhe pse VKM-ja p\u00ebrcakton se nj\u00ebsia e vet\u00ebqeverisjes vendore, n\u00eb aktin e njoftimit individit p\u00ebr fillimin e procedurave administrative t\u00eb zhvendosjes, i njofton ata edhe p\u00ebr mund\u00ebsin\u00eb e p\u00ebrfitimit nga ndihma juridike e garantuar nga shteti, duke i informuar edhe p\u00ebr organin publik t\u00eb krijuar p\u00ebr administrimin e k\u00ebsaj ndihme, si dhe kontaktin e k\u00ebtij organi.<\/p>\n\n\n\n<p>Vendimi qeveris\u00eb p\u00ebrcakton q\u00eb n\u00eb \u00e7do rast zhvendosje mbahet nj\u00eb procesverbal i identifikimit t\u00eb pasurive t\u00eb luajtshme dhe t\u00eb paluajtshme. Asnj\u00eb prej banor\u00ebve t\u00eb kontaktuar nga Res Publica nuk rezulton t\u00eb ket\u00eb firmosur, apo edhe par\u00eb t\u00eb hartohet ndonj\u00eb procesverbal t\u00eb till\u00eb.<\/p>\n\n\n\n<p>Megjith\u00ebse ligji p\u00ebr strehimin social dhe vendimi i qeveris\u00eb p\u00ebrcakton rregulla dhe kritere t\u00eb qarta t\u00eb zhvendosjes s\u00eb banor\u00ebve, Res Publica konstatoi se asnj\u00eb prej neneve nuk \u00ebsht\u00eb zbatuar sa i p\u00ebrket procedurave q\u00eb Bashkia e Tiran\u00ebs ka ndjekur n\u00eb procesin e rind\u00ebrtimit.<\/p>\n\n\n\n<p>Res Publica i k\u00ebrkoi Bashkis\u00eb Tiran\u00eb koment n\u00eb lidhje me gjetjet dhe shkeljet ligjore t\u00eb konstatuara n\u00eb rastet e zhvendosjes s\u00eb qytetar\u00ebve q\u00eb jan\u00eb prekur nga skema e rind\u00ebrtimit, por deri n\u00eb publikimin&nbsp; e k\u00ebtij shkrimi nuk mori p\u00ebrgjigje.<\/p>\n\n\n\n<p>Veprimet antiligjore t\u00eb Bashkis\u00eb s\u00eb Tiran\u00ebs n\u00eb shp\u00ebrnguljen e qytetar\u00ebve jan\u00eb konstatuar edhe nga Avokati i Popullit.
