P\u00ebr vitin 2023 jan\u00eb parashikuar 5 miliard\u00eb lek\u00eb n\u00eb z\u00ebrin e Fondit p\u00ebr Rind\u00ebrtimin, teksa nga janari 2020 deri n\u00eb shtator 2022, z\u00ebri i shpenzimeve p\u00ebr k\u00ebt\u00eb fond arriti n\u00eb 61 miliard lek\u00eb.<\/p>\n\n\n\n<p>Fundi i vitit 2022 ishte p\u00ebrcaktuar nga kryeministri si data kur jo vet\u00ebm nuk do t\u00eb kishte asnj\u00eb gjurm\u00eb nga rr\u00ebnimet e shkaktuara nga t\u00ebrmeti, por q\u00eb projektet e zhvillimit t\u00eb qeveris\u00eb do t\u00eb sillnin ndryshime rr\u00ebnj\u00ebsore n\u00eb mbar\u00eb vendin.<\/p>\n\n\n\n<p>\u201cDeri n\u00eb fund t\u00eb viti t\u00eb ardhsh\u00ebm besoj se nuk do t\u00eb ket\u00eb m\u00eb asnj\u00eb gjurm\u00eb nga t\u00ebrmeti. Besoj se d\u00ebmet jo vet\u00ebm q\u00eb do t\u00eb jen\u00eb zhdukur, por do t\u00eb jen\u00eb d\u00ebshmia e nj\u00eb ndryshimi rr\u00ebnj\u00ebsor\u201d, u <a href=\"https:\/\/www.youtube.com\/watch?v=ebfoK6pCNUE\">shpreh Kryeministri<\/a> n\u00eb shkurt t\u00eb vitit 2021 nw nj\u00eb bashk\u00ebbisedim me qytetar\u00ebt ku ai foli p\u00ebr procesin e rind\u00ebrtimit.<\/p>\n\n\n\n<p>Hulumtimet e qendrws Res Publica, dokumentet zyrtare, intervistat me qytetar\u00ebt por edhe projektbuxheti i vitit 2013, tregojn\u00eb se qeveria shqiptare \u00ebsht\u00eb ende larg p\u00ebrfundimit t\u00eb procesit t\u00eb rind\u00ebrtimit, qoft\u00eb dhe n\u00eb afatet e p\u00ebrcaktuara prej vet\u00eb saj.<\/p>\n\n\n\n<p>Lagjet e nd\u00ebrtuara rezultojn\u00eb t\u00eb boshatisura. N\u00eb zonat e reja t\u00eb zhvillimit, kryesisht n\u00eb periferi t\u00eb Tiran\u00ebs, ku do t\u00eb nd\u00ebrtohen 31 pallate, jan\u00eb nd\u00ebrtuar vet\u00ebm karabinat\u00eb e tyre. P\u00ebrkund\u00ebr deklaratave t\u00eb qeveris\u00eb, se procesi i rind\u00ebrtimit po vijon normalisht, Res Publica ka zbuluar se qytetar\u00ebt po enden gjykatave dhe t\u00eb tjer\u00eb jan\u00eb n\u00ebn panikun e shp\u00ebrnguljes.<\/p>\n\n\n\n<p>Shifrat zyrtare t\u00eb qeveris\u00eb tregonin se d\u00ebmet e shkaktuara nga t\u00ebrmeti prek\u00ebn 202 mij\u00eb persona, u shp\u00ebrngul\u00ebn 17 mij\u00eb t\u00eb tjer\u00eb dhe 51 shtetas humb\u00ebn jet\u00ebn.<\/p>\n\n\n\n<p>Raporti Zyrtar i Komisionit Evropian mbi Konferenc\u00ebn e Donator\u00ebve n\u00eb 17 Shkurt 2020, fliste p\u00ebr rreth 985 milion\u00eb Euro si d\u00ebme apo humbje t\u00eb shkaktuara nga t\u00ebrmeti. Duke u bazuar n\u00eb k\u00ebrkesat financiare p\u00ebr rikuperim, shtete, organizata dhe institucione nd\u00ebrkomb\u00ebtare u ofruan n\u00eb ndihm\u00eb t\u00eb Shqip\u00ebris\u00eb p\u00ebr t\u00eb siguruar shum\u00ebn e nevojshme financiare p\u00ebr rikuperimin e d\u00ebmeve t\u00eb t\u00ebrmetit.<\/p>\n\n\n\n<p><strong><em>Qeveria shqiptare refuzon kredin\u00eb me interes t\u00eb ul\u00ebt<\/em><\/strong><\/p>\n\n\n\n<p>N\u00eb shkurt 2020 qeveria shqiptare paraqitet n\u00eb Konferenc\u00ebn e Donator\u00ebve duke i k\u00ebrkuar an\u00ebtar\u00eb t\u00eb k\u00ebsaj konference nj\u00eb shum\u00eb prej 1.15 mld euro.<\/p>\n\n\n\n<p>P\u00ebr t\u00eb menaxhuar fondet e t\u00ebrmetit dhe d\u00ebmet e krijuara kryeministri krijoi Ministrin\u00eb e Rind\u00ebrtimit.<\/p>\n\n\n\n<p>Thuajse gjat\u00eb gjith\u00eb periudh\u00ebs s\u00eb funksionimit t\u00eb saj, kjo ministri nuk b\u00ebri n\u00eb asnj\u00eb moment, nj\u00eb bilanc shterues mbi ecurin\u00eb nga fillimi deri n\u00eb momentin e fundit, kur k\u00ebto detyra i kaluan z\u00ebvend\u00ebskryeministres.<\/p>\n\n\n\n<p>T\u00eb dh\u00ebnat nga konferenca e donator\u00ebve tregojn\u00eb se fondet e rind\u00ebrtimit me vler\u00eb 1.15 mld euro ishin t\u00eb shp\u00ebrndara si 700 mln euro kredi t\u00eb buta dhe 300 mln euro grante.<\/p>\n\n\n\n<p>Grantet prej 300 mln euro jan\u00eb menaxhuar dhe p\u00ebrdorur nga Bashkimi Evropian n\u00eb formatin EU for School dhe EU for Culture. K\u00ebto fonde menaxhohen totalisht nga Bashkimi Evropian q\u00eb nga procesi i tenderimit deri tek procesi i nd\u00ebrtimit.<\/p>\n\n\n\n<p>Mir\u00ebpo p\u00ebr pjes\u00ebn tjet\u00ebr t\u00eb 700 mln eurove, qeveria shqiptare nuk ka dh\u00ebn\u00eb asnj\u00eb informacion n\u00eb lidhje me marrjen ose jo t\u00eb k\u00ebtyre fondeve q\u00eb jan\u00eb vendosur n\u00eb dispozicion nga Konferenca e Donator\u00ebve. N\u00eb <a href=\"https:\/\/www.bankofalbania.org\/Mbikeqyrja\/Regjistri_i_Kredive\/\">regjistrin e kredive t\u00eb buta r<\/a>ezulton q\u00eb qeveria shqiptare nuk ka marr\u00eb asnj\u00eb kredi nga konferenca e Donator\u00ebve, pra asnj\u00eb qindark\u00eb nga vlera e 700 milion eurove me nj\u00eb norm\u00eb interesi n\u00ebn 2% nuk \u00ebsht\u00eb marr\u00eb nga qeveria shqiptare.<\/p>\n\n\n\n<p>Ministria e Financave refuzoi t\u2019u p\u00ebrgjigjej pyetjeve q\u00eb Res Publica ngriti mbi arsyet e mos aplikimit p\u00ebr kredi nga fond i vendosur nw dispozicion nga konferenca e donatorwve p\u00ebr rind\u00ebrtimin.<\/p>\n\n\n\n<p>T\u00eb dh\u00ebnat nga raporti i KLSH p\u00ebr rind\u00ebrtimin tregojn\u00eb se qeveria ka marr\u00eb p\u00ebrsip\u00ebr q\u00eb t\u00eb buxhetoj\u00eb me fonde t\u00eb paalokuara n\u00eb buxhet pwr nd\u00ebrtime. Duke p\u00ebrdorur teknik\u00ebn e 20% qeveria ka shfryt\u00ebzuar gjith\u00eb fondin e alokuar p\u00ebr rind\u00ebrtimin dhe n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb ka krijuar detyrime t\u00eb prapambetura.<\/p>\n\n\n\n<p>Ligji i buxhetit i jep mund\u00ebsin\u00eb qeveris\u00eb q\u00eb t\u00eb tenderoj\u00eb nj\u00eb projekt n\u00ebse ajo zot\u00ebron 20% t\u00eb fondeve p\u00ebr at\u00eb projekt. K\u00ebshtu n\u00eb buxhetin e vitit 2021 qeveria ka p\u00ebrdorur k\u00ebt\u00eb teknik\u00eb duke ezauruar plot\u00ebsisht fondet e buxhetuara dhe p\u00ebr rrjedhoj\u00eb duke krijuar detyrime t\u00eb prapambetura p\u00ebr vitin e ardhsh\u00ebm.<\/p>\n\n\n\n<p>N\u00eb seanc\u00ebn d\u00ebgjimore p\u00ebr buxhetin 2023, deputetja Tabaku u ankua n\u00eb lidhje me procesin e rind\u00ebrtimit t\u00eb zbatuar nga qevria. Ajo citoi <a href=\"https:\/\/panel.klsh.org.al\/storage\/phpQ4rBYo.pdf\">raportin e KLSH ku analizohej p\u00ebrdorimi i fondeve t\u00eb t\u00ebrmetit <\/a>dhe gjithashtu edhe buxhetimi i tyre. Sipas Tabakut, qeveria shqiptare po shkel Ligjin e Buxhetit duke prokuruar nd\u00ebrtimin p\u00ebr fonde t\u00eb paqen\u00eb nw buxhet. Sipas ligjit t\u00eb buxhetit qeveris\u00eb vendore apo qendrore nuk i lejohet q\u00eb t\u00eb tenderoj\u00eb apo prokuroj\u00eb tendera publikw p\u00ebr nj\u00eb vler\u00eb q\u00eb nuk \u00ebsht\u00eb buxhetuar.<\/p>\n\n\n\n<p>P\u00ebrllogaritet q\u00eb detyrimet e prapambetura t\u00eb qeveris\u00eb nga rind\u00ebrtimi jan\u00eb n\u00eb vler\u00ebn e 400 mln eurove. N\u00eb projektbuxhetin 2023, deputet\u00ebt e opozit\u00ebs, u shpreh\u00ebn t\u00eb shqet\u00ebsuar pasi n\u00eb nj\u00eb nen t\u00eb tij parashikohej vlera prej 5 mld lek\u00ebsh q\u00eb lidhej posa\u00e7\u00ebrisht me detyrimet e prapambetura dhe t\u00eb mbajtura t\u00eb fshehura nga qeveria.<\/p>\n\n\n\n<p>Sakaq, fakti q\u00eb ish Ministria e Rind\u00ebrtimit nuk ka mundur q\u00eb t\u00eb t\u00ebrheq\u00eb asnj\u00eb kredi t\u00eb but\u00eb nga Konferenca e Donator\u00ebve ngre pik\u00ebpyetjen e radh\u00ebs n\u00ebse jan\u00eb p\u00ebrdorur Eurobondet e tep\u00ebrta t\u00eb marra nga qeveria p\u00ebr t\u00eb financuar rind\u00ebrtimin.<\/p>\n\n\n\n<p>Duke qen\u00eb se qeveria nuk na rezulton tw ketw marr\u00eb kredi t\u00eb but\u00eb nga vlera prej 700 milion euro, ekspert\u00ebt mendojn\u00eb se \u00ebsht\u00eb p\u00ebrdorur Eurobondi edhe p\u00ebr t\u00eb financuar procesin e rind\u00ebrtimit q\u00eb si\u00e7 e kemi par\u00eb nga l\u00ebvizjet n\u00eb buxhet ka akorduar projekte m\u00eb shum\u00eb se sa ka pasur fonde t\u00eb buxhetuara<strong>.<\/strong><\/p>\n\n\n\n<p>P\u00ebr rrjedhoj\u00eb qeveria ka marr\u00eb borxhe me norma m\u00eb t\u00eb larta interesi se sa kredit\u00eb e buta duke krijuar nj\u00eb problem ekstra p\u00ebr buxhetin e shtetit.<\/p>\n\n\n\n<p>Ministria e Financave refuzoi t\u00eb shpjegoj\u00eb n\u00ebse ka miratuar p\u00ebrdorimin e Eurobondit p\u00ebr t\u00eb financuar procesin e rind\u00ebrtimit.<\/p>\n\n\n\n<p>N\u00eb buxhetin 2023 qeveria e ka njohur k\u00ebt\u00eb shtrenjtim duke e \u00e7uar pages\u00ebn e normave t\u00eb interesit p\u00ebr Eurobondet n\u00eb 3.3% t\u00eb PBB-s\u00eb, nj\u00eb rritje me 1.4% nga viti 2022. Kjo do t\u00eb thot\u00eb q\u00eb buxheti i shtetit do t\u00eb vendoset n\u00eb presion dhe q\u00eb taksat e qytetar\u00ebve do t\u00eb shkojn\u00eb p\u00ebr pages\u00ebn e borxheve q\u00eb jan\u00eb marr\u00eb me Eurobond p\u00ebr t\u00eb financuar rind\u00ebrtimin.<\/p>\n\n\n\n<p>Rritja e normave t\u00eb interesit, problemet me transparenc\u00ebn jan\u00eb dy nga \u00e7\u00ebshtjet q\u00eb e b\u00ebjn\u00eb me dhimbje koke k\u00ebdo q\u00eb lexon buxhetin dhe merret me rind\u00ebrtimin. Nj\u00eb tjet\u00ebr problem i hasur nga raportet e OJF-ve dhe mediave online lidhet me rrethin e ngusht\u00eb t\u00eb atyre q\u00eb p\u00ebrfitojn\u00eb nga fondet e rind\u00ebrtimit dhe kontratat e tyre.<\/p>\n\n\n\n<p>T\u00eb dh\u00ebnat e publikuara<a href=\"https:\/\/ndiqparate.al\/?p=14016\"> nga Open Data t<\/a>regojn\u00eb se p\u00ebrfitues t\u00eb k\u00ebtyre l\u00ebvizjeve jan\u00eb nj\u00eb num\u00ebr shum\u00eb i kufizuar i sip\u00ebrmarrjeve dhe kompanive t\u00eb nd\u00ebrtimit. Nd\u00ebrkoh\u00eb q\u00eb qeveria ka l\u00ebshuar nj\u00eb urdh\u00ebr n\u00eb t\u00eb cil\u00ebn p\u00ebrjashton nga TVSH-ja kompanit\u00eb e rind\u00ebrtimit dhe n\u00ebnkontraktor\u00ebt e tyre.<\/p>\n\n\n\n<p><strong><em>P\u00ebrdorimi i parave me akte normative<\/em><\/strong><\/p>\n\n\n\n<p>Ndon\u00ebse qeveria premtoi q\u00eb n\u00eb vitin 2022 rind\u00ebrtimi si proces do t\u00eb ishte i p\u00ebrfunduar, faktet dhe provat tregojn\u00eb t\u00eb kund\u00ebrt\u00ebn. Qeveria n\u00ebp\u00ebrmjet akteve normative apo dhe parashikimeve buxhetore vijon t\u00eb akordojw para p\u00ebr t\u00eb cilat nuk ka asnj\u00eb transparenc\u00eb.<\/p>\n\n\n\n<p>P\u00ebr vitin 2023, buxheti ka planifikuar 5 miliard\u00eb lek\u00eb n\u00eb z\u00ebrin e Fondeve t\u00eb Rind\u00ebrtimit, teksa nga janari 2020 deri n\u00eb shtator 2022, nga buxheti jan\u00eb shpenzuar 59.9 miliard\u00eb lek\u00eb, apo 497 milion\u00eb euro n\u00eb funksion t\u00eb k\u00ebtij procesi.<\/p>\n\n\n\n<p>Dyshimet e opozit\u00ebs kan\u00eb qen\u00eb se rind\u00ebrtimi \u00ebsht\u00eb p\u00ebrdorur dhe do t\u00eb p\u00ebrdoret si nj\u00eb vegwl nga ana e mazhoranc\u00ebs. N\u00eb vitin 2021, fill pas zgjedhjeve t\u00eb p\u00ebrgjithshme, deputet\u00ebt e opozit\u00ebs denoncuan p\u00ebrfshirjen e k\u00ebsaj politike.<\/p>\n\n\n\n<p>Ministrja e Financave dhe Ekonomis\u00eb deklaroi n\u00eb Kuvend, teksa prezantoi Projektbuxhetin e vitit 2023 se \u201cishin m\u00eb shum\u00eb se 13 mij\u00eb qytetar\u00eb q\u00eb mbet\u00ebn pa sht\u00ebpi dhe ne iu p\u00ebrgjigj\u00ebm menj\u00ebher\u00eb, duke iu subvencionuar qeran\u00eb e sht\u00ebpive. Iu p\u00ebrgjigj\u00ebm menj\u00ebher\u00eb duke b\u00ebr\u00eb nj\u00eb program rind\u00ebrtimi, n\u00eb baz\u00eb t\u00eb t\u00eb cilit do t\u00eb nd\u00ebrtoheshin banesa p\u00ebr \u00e7do qytetar q\u00eb mbeti pa sht\u00ebpi dhe k\u00ebto banesa tashm\u00eb jan\u00eb fakt dhe qytetar\u00ebt kan\u00eb filluar t\u00eb hyjn\u00eb n\u00eb to. Nga ana tjet\u00ebr, po rind\u00ebrtojm\u00eb t\u00eb gjitha ato godina publike q\u00eb jan\u00eb shkat\u00ebrruar dhe jan\u00eb rind\u00ebrtuar me fondet e rind\u00ebrtimit, me mb\u00ebshtetjen e buxhetit shqiptar dhe qeveris\u00eb shqiptare\u201d deklaroi ministria.<\/p>\n\n\n\n<p>Fondi i Rind\u00ebrtimit u krijua si Fond Buxhetor specifik n\u00eb Buxhetin e shtetit 2020, p\u00ebr t\u00eb p\u00ebrballuar efektet financiare t\u00eb T\u00ebrmetit t\u00eb 26 N\u00ebntorit 2019. N\u00eb procedurat p\u00ebr menaxhimin e procesit t\u00eb rind\u00ebrtimit p\u00ebrcaktohet se n\u00eb fund t\u00eb vitit buxhetor, fondet e pashpenzuara nga ky Fond Rind\u00ebrtimi trash\u00ebgohen n\u00eb vitin pasardh\u00ebs dhe p\u00ebrdoren p\u00ebr t\u00eb nj\u00ebjtin q\u00ebllim.<\/p>\n\n\n\n<p>Fondi i rind\u00ebrtimit \u00ebsht\u00eb parashikuar n\u00eb ligjin nr. 88\/2019, ku n\u00eb nenin 7 \u00ebsht\u00eb p\u00ebrcaktuar fillimisht shuma prej 20 miliard\u00eb lek\u00eb dhe ishte n\u00eb kompetenc\u00ebn e K\u00ebshillit t\u00eb Ministrave&nbsp; p\u00ebr t\u00eb vendosur p\u00ebr&nbsp; m\u00ebnyr\u00ebn e p\u00ebrdorimit, programet buxhetore ku do alokohet fondi dhe institucionet zbatuese.<\/p>\n\n\n\n<p>Por n\u00eb Korrik 2020, n\u00ebp\u00ebrmjet aktin normativ nr. 28, qeveria vendosi t\u00eb ndryshoj\u00eb vlerwn e fondit t\u00eb rind\u00ebrtimit duke e p\u00ebrcaktuar at\u00eb n\u00eb shum\u00ebn 34 miliard\u00eb lek\u00eb, ndar\u00eb n\u00eb shum\u00ebn 3 miliard\u00eb lek\u00eb grante dhe shpenzime t\u00eb buxhetit t\u00eb shtetit 31 miliard\u00eb lek\u00eb, me nj\u00eb rritje 14 miliard\u00eb lek\u00eb n\u00eb total.<\/p>\n\n\n\n<p>P\u00ebr vitin 2020 jan\u00eb miratuar rreth 22 VKM p\u00ebr akordimin e Fondit tw Rindwrtimit n\u00eb Bashkin\u00eb e Tiran\u00ebs, mir\u00ebpo 11 prej k\u00ebtyre vendimeve jan\u00eb ndryshime t\u00eb VKM-ve t\u00eb m\u00ebparshme, rrjedhimisht vet\u00ebm gjysma e k\u00ebtykan\u00eb efekte buxhetore. Tetw nga vendimet qeveritare jan\u00eb t\u00eb dedikuara p\u00ebr Bashkin\u00eb e Tiran\u00ebs, nd\u00ebrsa tre tw tjerw jan\u00eb t\u00eb p\u00ebrbashk\u00ebt, pra akordojn\u00eb buxhet p\u00ebr dy ose me shum\u00eb bashki p\u00ebrfituese. Nga 11 miliard\u00eb lek\u00eb q\u00eb akordohen n\u00ebp\u00ebrmjet k\u00ebtyre 11 VKM-ve m\u00eb shum\u00eb se gjysma ose rreth 6 miliard\u00eb lek\u00eb jan\u00eb disbursuar p\u00ebr Bashkin\u00eb m\u00eb t\u00eb madhe q\u00eb \u00ebsht\u00eb ajo e Tiran\u00ebs.<\/p>\n\n\n\n<p>Edhe gjatw vitit 2021, jan\u00eb miratuar rreth 20 VKM me efekte buxhetore p\u00ebr akordim t\u00eb Fondit tw Rindwrtimit, ku 8 prej tyre sjellin ndryshime dhe shtesa n\u00eb VKM-t\u00eb e m\u00ebparshme ndwrsa 12 tw tjerat alokojn\u00eb buxhet p\u00ebr Bashkin\u00eb e Tiran\u00ebs, nga t\u00eb cilat 7 jan\u00eb t\u00eb dedikuara p\u00ebr Tiran\u00ebn dhe 5 t\u00eb p\u00ebrbashk\u00ebta me bashki t\u00eb tjera. Sipas k\u00ebtyre VKM-ve, t\u00eb prodhuara pas p\u00ebrfundimit t\u00eb vitit fondet p\u00ebr vitin 2020 jan\u00eb rritur nga 78.47 mld lek\u00eb n\u00eb 80.51 mld lek\u00eb, duke e rritur fondin me gati 2 mld lek\u00eb.<\/p>\n\n\n\n<p>Por, nisur nga buxhetet e viteve 2020-2023 rezulton se qeveria ka akorduar projekte m\u00eb shum\u00eb se sa ka pasur fonde t\u00eb buxhetuara, sa i p\u00ebrket procesit t\u00eb rind\u00ebrtimit.<\/p>\n\n\n\n<p>P\u00ebr periudh\u00ebn 3 vje\u00e7are qeveria ka buxhetuar shumat e alokuara p\u00ebr programin e rind\u00ebrtimit n\u00eb vler\u00ebn e 66 miliard lek\u00eb.<\/p>\n\n\n\n<p>Mir\u00ebpo ndon\u00ebse raportet n\u00eb vitet e para tregonin k\u00ebt\u00eb parashikim, me kalimin e viteve buxheti i shtetit duket se u zvog\u00eblua n\u00eb lidhje me rind\u00ebrtimin. Sipas t\u00eb dh\u00ebnave rezulton se buxheti i planifikuar p\u00ebr rind\u00ebrtimin \u00ebsht\u00eb ulur n\u00eb totalin me 4 mld lek\u00eb. Pra n\u00ebse qeveria kishte planifikuar 66 mld lek\u00eb buxhet p\u00ebr tre vitet n\u00eb t\u00eb v\u00ebrtet\u00eb ajo ka ofruar 62 mld lek\u00eb dhe kjo sipas raportimeve t\u00eb MFE.<\/p>\n\n\n\n<p>Nga ana tjet\u00ebr t\u00eb dh\u00ebnat nga tenderat publik\u00eb tregojn\u00eb se nga numri i tenderave t\u00eb miratuar si shum\u00eb totale p\u00ebr vitin 2020 \u00ebsht\u00eb 46.5 mld lek\u00eb m\u00eb e lart\u00eb se sa fondi i miratuar n\u00eb buxhet. Pra, p\u00ebr vitin 2020, qeveria kishte miratuar nj\u00eb buxhet prej 32 mld lek\u00ebsh nd\u00ebrkoh\u00eb q\u00eb realisht buxheti \u00ebsht\u00eb tejkaluar me punime pa fonde n\u00eb buxhet me vler\u00eb 46.5 mld lek\u00eb, pra 381 mln euro m\u00eb shum\u00eb se sa buxhetimi.<\/p>\n\n\n\n<p>Nga mbledhja e shifrave rezulton q\u00eb n\u00eb total qeveria ka miratuar investime me vler\u00ebn e 99.6 mld lek\u00ebve ndryshe nga borxhi i 66 mld lek\u00ebsh, pra jan\u00eb 276 mln euro m\u00eb shum\u00eb se sa parashikimi.<\/p>\n\n\n\n<p>Sakaq, realizimi i fondeve t\u00eb buxhetit t\u00eb parashikuara n\u00eb vitin 2020 u arrit n\u00eb 1\/2, 16.5 mld lek\u00eb nga 32 mld lek\u00eb, mir\u00ebpo vlera reale e bazuar nw VKM p\u00ebr rind\u00ebrtim \u00ebsht\u00eb ajo e 78.47 mld lek\u00ebsh. Megjith\u00ebse realisht \u00ebsht\u00eb shfryt\u00ebzuar 50% e shum\u00ebs s\u00eb buxhetuar n\u00eb 2020, megjith\u00ebse vlera e kontraktuar n\u00eb t\u00eb nj\u00ebjtin vit \u00ebsht\u00eb 78.47 mld lek\u00eb, kjo shum\u00eb nuk qe buxhetuar n\u00eb vitet pasardh\u00ebse. Ironikisht n\u00eb t\u00eb dh\u00ebnat e buxhetit q\u00eb jan\u00eb pasqyruar asokohe nga MFE rezulton se buxhetimi p\u00ebr rind\u00ebrtimin p\u00ebr 2021 \u00ebsht\u00eb 28 mld lek\u00eb dhe p\u00ebr 2022 do ishte 6 mld lek\u00eb.<\/p>\n\n\n\n<p>Nd\u00ebrkoh\u00eb q\u00eb rialokimet p\u00ebr vitin 2020 jan\u00eb p\u00ebr her\u00eb t\u00eb par\u00eb p\u00ebr nj\u00ebsit\u00eb p\u00ebrfituese n\u00eb vler\u00ebn e 19.15 mld lek\u00ebsh. Pra, duke u bazuar n\u00eb t\u00eb dh\u00ebnat e VKM-ve rezulton q\u00eb p\u00ebr vitin 2020 fondi i rind\u00ebrtimi i shp\u00ebrndar\u00eb me VKM vler\u00ebsohet n\u00eb shum\u00ebn 99,6 mld lek\u00eb.<\/p>\n\n\n\n<p>Vlera e buxhetuar n\u00eb 2020, sikurse u p\u00ebrmend m\u00eb sip\u00ebr \u00ebsht\u00eb 28,078 milion lek\u00eb, ajo e alokuar n\u00eb 2021 \u00ebsht\u00eb 23,781 milion lek\u00eb (p\u00ebr VKM t\u00eb 2020 dhe 2021), duke sjell\u00eb q\u00eb vlera e mbetur p\u00ebr t\u2019u financuar p\u00ebr vitin 2022 e n\u00eb vijim t\u00eb paraqitet si diferenc\u00eb n\u00eb shum\u00ebn 47,808 milion lek\u00eb.<\/p>\n\n\n\n<p>Mbulimi me fonde buxhetore p\u00ebr vitin 2022, sipas ligjit t\u00eb buxhetit t\u00eb vitit 2021, \u00ebsht\u00eb 28 miliard lek\u00eb p\u00ebr vitin 2021, 6 miliard\u00eb lek\u00eb p\u00ebr vitin 2022 dhe 5 miliard lek\u00eb p\u00ebr vitin 2023.<\/p>\n\n\n\n<p>Sipas qeveris\u00eb, fondet buxhetore q\u00eb shkojn\u00eb p\u00ebr rind\u00ebrtim t\u00eb objekteve arsimore, rikonstruksion t\u00eb banesave individuale, pallate, si dhe n\u00eb infrastrukture publike, si shpallje t\u00eb zonave t\u00eb reja dhe p\u00ebrgatitje t\u00eb shesheve t\u00eb nd\u00ebrtimit.<\/p>\n\n\n\n<p>Por sipas KLSH ka paqart\u00ebsi n\u00eb m\u00ebnyr\u00ebn se si qeveria ka p\u00ebrdorur fondet e rind\u00ebrtimit.&nbsp; Raporti thekson se mungesa e hartimit t\u00eb nj\u00eb dokumenti planifikimi t\u00eb fondeve q\u00eb p\u00ebrdoren p\u00ebr procesin e rind\u00ebrtimit, nuk premton efikasitetin e p\u00ebrdorimit t\u00eb tyre.<\/p>\n\n\n\n<p>\u201cMungesa e planifikimit t\u00eb fondeve q\u00eb do t\u00eb p\u00ebrdoren gjat\u00eb procesit t\u00eb rind\u00ebrtimit, si n\u00eb rastin e planifikimit afatshkurt\u00ebr, afatmes\u00ebm apo afatgjat\u00eb
