Shum\u00eb t\u00eb prekur nga kjo ngjarje besojn\u00eb q\u00eb banesat e tyre jan\u00eb d\u00ebmtuar nga t\u00ebrmeti, si akt i natyr\u00ebs (apo Per\u00ebndis\u00eb), por a \u00ebsht\u00eb e v\u00ebrtet\u00eb kjo n\u00eb t\u00eb gjitha rastet? Kush e thot\u00eb k\u00ebt\u00eb gj\u00eb? E thon\u00eb Akt-Ekspertizat q\u00eb Bashkia Tiran\u00eb ka porositur n\u00eb disa studio private. N\u00eb baz\u00eb t\u00eb tyre tashm\u00eb Bashkia po nd\u00ebrmerr veprime p\u00ebr shembjen e objekteve.<\/p>\n\n\n\n<p>Pyetja q\u00eb lind \u00ebsht\u00eb: kush po i prish realisht k\u00ebto pallate? I prishi v\u00ebrtet Per\u00ebndia me forc\u00ebn e t\u00ebrmetit, apo po i prish Bashkia me forc\u00ebn e ekspertit t\u00eb porositur? P\u00ebr k\u00ebt\u00eb pyetje, Res Publica \u00ebsht\u00eb investuar p\u00ebr m\u00eb shum\u00eb se nj\u00eb vit, duke ndjekur procese gjyq\u00ebsore p\u00ebr t\u00eb zubuluar t\u00eb v\u00ebrtet\u00ebn n\u00eb t\u00eb vetmin institucion q\u00eb \u00ebsht\u00eb krijuar me ligj p\u00ebr t\u00eb certifikuar t\u00eb v\u00ebrtet\u00ebn \u2013 Gjykata.<\/p>\n\n\n\n<p>Nj\u00eblloj si\u00e7 po ngrihet pik\u00ebpyetje serioze n\u00eb gjykat\u00eb, edhe ekspert\u00eb t\u00eb pavarur dyshojn\u00eb se shum\u00eb pallate q\u00eb jan\u00eb caktuar p\u00ebr t\u2019u shembur nuk i prishi Per\u00ebndia, por po k\u00ebrkon t\u2019i prish\u00eb Bashkia, e cila p\u00ebrmes disa ekspert\u00ebve t\u00eb kontraktuar nga vet\u00eb ajo, po k\u00ebrkon t\u00eb bind\u00eb banor\u00ebt e prekur se pallatet ua prishi Per\u00ebndia.<\/p>\n\n\n\n<p>Shum\u00eb t\u00eb prekur jan\u00eb skeptik\u00eb dhe p\u00ebrball\u00eb gjykat\u00ebs e v\u00ebrteta po del hapur. N\u00eb t\u00eb gjith\u00eb gjyqet e p\u00ebrfunduar doli q\u00eb ishte Bashkia\u2026<\/p>\n\n\n\n<p><strong><em>Ekspertizat e dyshimta i hap\u00ebn rrug\u00eb rr\u00ebnimit t\u00eb dhjetra pallateve n\u00eb kryeqytet<\/em><\/strong><\/p>\n\n\n\n<p>Bashkia e Tiran\u00ebs shpenzoi rreth 10 miliard lek\u00eb p\u00ebr hartimin e akt-ekspertizave p\u00ebr t\u00eb cilat ekspert\u00ebt e pavarur kan\u00eb ngritur dyshimet se n\u00eb dokumentet e prodhuara ka manipulime t\u00eb akteve t\u00eb ekspertizave dhe kosto t\u00eb fryra.<\/p>\n\n\n\n<p>Akt-ekspertizat mbi t\u00eb cil\u00ebn K\u00ebshilli Bashkiak i Tiran\u00ebs ka vendosur rr\u00ebnimin e dhjet\u00ebra pallateve n\u00eb vend rezultojn\u00eb t\u00eb jen\u00eb pika m\u00eb problematika e procesit t\u00eb rind\u00ebrtimit. Ekspert\u00eb t\u00eb pavarur kan\u00eb ngritur dyshime mbi sakt\u00ebsin\u00eb e k\u00ebtyre akteve nd\u00ebrkoh\u00eb q\u00eb dokumentet gjyq\u00ebsore t\u00eb proceseve t\u00eb hapura nga qytetar\u00ebt flasin p\u00ebr vendimmarrje n\u00eb kund\u00ebrshtim me ligjin, manipulime t\u00eb akteve t\u00eb ekspertizave, kosto t\u00eb fryra, por dhe abuzime me procedurat administrative. Dokumentet e siguruara nga Res Publica, por dhe raportet e ekspert\u00ebve tregojn\u00eb se n\u00eb preventivat e ekspertizave ka z\u00ebra t\u00eb panevojsh\u00ebm q\u00eb kan\u00eb rritur vler\u00ebn e riparimit t\u00eb objekteve t\u00eb shembura me vendime t\u00eb K\u00ebshillit Bashkiak, me q\u00ebllim vendosjen e shembjes s\u00eb tyre, duke b\u00ebr\u00eb q\u00eb edhe pas tre vjet\u00ebsh nga t\u00ebrmeti i n\u00ebntorit 2019 qytetar\u00ebt t\u00eb jen\u00eb ende rrug\u00ebve ose t\u00eb ngecur mes kontratave t\u00eb paqarta, munges\u00ebs s\u00eb informacionit dhe betejave gjyq\u00ebsore me shtetin.<\/p>\n\n\n\n<p><strong><em>Oponencat teknike q\u00eb certifikuan rr\u00ebnimin<\/em><\/strong><\/p>\n\n\n\n<p>Pas ngjarjes tragjike t\u00eb t\u00ebrmetit t\u00eb 26 N\u00ebntorit 2019,<a href=\"https:\/\/www.youtube.com\/watch?v=Spek9mBi-0g\"> <\/a><a href=\"https:\/\/www.youtube.com\/watch?v=Spek9mBi-0g\">kryeministri, <\/a>duke b\u00ebr\u00eb bilancin e pasojave t\u00eb shkaktuara, deklaroi se jan\u00eb &#8211; \u201c261 pallate t\u00eb d\u00ebmtuara r\u00ebnd\u00eb dhe t\u00eb pabanuesh\u00ebm, 2137 banesa t\u00eb d\u00ebmtuara r\u00ebnd\u00eb, 851 pallate me d\u00ebmtime t\u00eb mesme ose t\u00eb lehta, 4618 banesa me d\u00ebme t\u00eb mesme\u201d. P\u00ebr t\u00eb rikuperuar pasojat e t\u00ebrmetit, qeveria miratoi nj\u00eb s\u00ebr\u00eb aktesh ligjore si dhe nisi procesin e rind\u00ebrtimit, afatet e p\u00ebrfundimit t\u00eb t\u00eb cilit nuk dihen.<\/p>\n\n\n\n<p>Nd\u00ebr aktet e para q\u00eb qeveria miratoi \u00ebsht\u00eb ai 16 Dhjetorit 2019, nj\u00eb Akt Normativ q\u00eb merrte p\u00ebrsip\u00ebr ligj\u00ebrimin e procesit t\u00eb rind\u00ebrtimit t\u00eb objekteve t\u00eb d\u00ebmtuara nga t\u00ebrmeti. Akti Normativ i hapte rrug\u00ebn pushtetit vendor t\u00eb vendoste p\u00ebr \u201cprishjen e nd\u00ebrtesave dhe zhvillimin e territorit\u201d ku ndodheshin objektet e d\u00ebmtuara.<\/p>\n\n\n\n<p>Sipas Aktit Normativ, \u201cprishja e detyruar\u201d e nd\u00ebrtesave t\u00eb d\u00ebmtuara b\u00ebhet nga autoritet kur: \u201cnd\u00ebrtesa \u00ebsht\u00eb d\u00ebmtuar nga fatkeq\u00ebsia natyrore dhe nuk mund t\u00eb riparohet ose kur p\u00ebrb\u00ebn rrezik p\u00ebr jet\u00ebn, sipas p\u00ebrfundimeve n\u00eb akt konstatime apo akt-vler\u00ebsime. N\u00ebse riparimi kushton m\u00eb shum\u00eb se nd\u00ebrtimi nga e para objekti prishet edhe pa p\u00eblqimin e pronar\u00ebve\u201d.<\/p>\n\n\n\n<p>P\u00ebr t\u00eb sakt\u00ebsuar nd\u00ebrhyrjet n\u00eb objektet e d\u00ebmtuara nga t\u00ebrmeti, Bashkia e Tiran\u00ebs n\u00ebnshkroi kontrata me Institutin e Nd\u00ebrtimit p\u00ebr kryerjen e oponencave teknike si dhe kontraktoi disa kompani p\u00ebr t\u00eb kryer ekspertizat e thelluar t\u00eb objekteve. Sipas Open Data, Bashkia vendosi n\u00eb dispozicion nj\u00eb shum\u00eb prej<a href=\"https:\/\/www.openprocurement.al\/sq\/tender\/rindertimi\/keyword\/ekspertiz%C3%AB?\"> <\/a><a href=\"https:\/\/www.openprocurement.al\/sq\/tender\/rindertimi\/keyword\/ekspertiz%C3%AB?\">106,125,476 lek\u00ebsh<\/a>, duke zhvilluar procedura tenderimi, t\u00eb cilat jan\u00eb zhvilluar pa gar\u00eb, por me negocim t\u00eb drejtp\u00ebrdrejt\u00eb.<\/p>\n\n\n\n<p>Res Publica num\u00ebroi 127 <a href=\"https:\/\/drive.google.com\/file\/d\/1ih22K0URoB99Sp\u00eb3\u00eb6\u00cb9TM89-a7oir8d\/vie\u00eb?usp=sharing\">ekspertiza t\u00eb tilla<\/a> p\u00ebr objektet, pallatet, nga dokumentet e ofruara nga Bashkia pas k\u00ebrkes\u00ebs p\u00ebr t\u00eb drejt\u00eb informimi.<\/p>\n\n\n\n<p>Instituti i Nd\u00ebrtimit referoi se pas kryerjes s\u00eb oponencave teknike ka dh\u00ebn\u00eb miratimin p\u00ebr shembjen e 78 objekteve. \u201cBazuar n\u00eb k\u00ebrkesat e Bashkis\u00eb Tiran\u00eb, depozituar pran\u00eb Institutit t\u00eb Nd\u00ebrtimit p\u00ebr kryerjen e oponencave teknike t\u00eb akt-ekspertiz\u00ebs s\u00eb thelluar numri i objekteve t\u00eb d\u00ebmtuara nga t\u00ebrmeti, p\u00ebr t\u00eb cilat ky i fundit ka dh\u00ebn\u00eb opinion dhe i ka referuar pran\u00eb Bashkis\u00eb Tiran\u00eb p\u00ebr objektet q\u00eb duhen p\u00ebrforcuar jan\u00eb 53. Nd\u00ebrkoh\u00eb numri i objekteve t\u00eb d\u00ebmtuara nga t\u00ebrmetit p\u00ebr t\u00eb cilat IN-ja ka dh\u00ebn\u00eb opinioni p\u00ebr prishje \u00ebsht\u00eb 78 objekte\u201d &#8211; thuhet n\u00eb <a href=\"https:\/\/drive.google.com\/file\/d\/1-x\u00ebq61-86lCn-PfG3BySORchY71cEgdD\/vie\u00eb?usp=sharing\">p\u00ebrgjigjen zyrtare t\u00eb Institutit t\u00eb Nd\u00ebrtimit<\/a>.<\/p>\n\n\n\n<p>K\u00ebshilli Bashkiak Tiran\u00eb, mb\u00ebshtetur n\u00eb akt ekspertizat e thelluara dhe oponencat teknike t\u00eb Institutit t\u00eb Nd\u00ebrtimit, i ka vler\u00ebsuar k\u00ebto pallate n\u00eb nivel d\u00ebmtimi DS4, DS5 dhe ka vendosur shembjen e detyruar t\u00eb 78 objekteve, pjesa d\u00ebrrmuese e t\u00eb cilave jan\u00eb nd\u00ebrtesa banimi. Deri m\u00eb tani jan\u00eb rr\u00ebnuar 28 pallate, kryesisht n\u00eb zon\u00ebn e Kombinatit.<\/p>\n\n\n\n<p>Sipas dokumenteve, n\u00eb ca raste Bashkia ka dh\u00ebn\u00eb si argument p\u00ebr rr\u00ebnimin e objektit rrezikshm\u00ebrin\u00eb, e n\u00eb t\u00eb tjera raste t\u00eb tjera se kostoja e riparimit e kalon vler\u00ebn e 70 % t\u00eb rind\u00ebrtimit.<\/p>\n\n\n\n<p>Res Publica konstatoi se nj\u00eb pjes\u00eb e madhe e akt-ekspertizave jan\u00eb realizuar nga studio projektimi me t\u00eb nj\u00ebjtin inxhinier. Dh.P. Edhe pse n\u00eb Shqip\u00ebri rezultojn\u00eb 5633 individ\u00eb q\u00eb disponojn\u00eb licenc\u00ebn profesionale p\u00ebr ushtrimin e veprimtaris\u00eb s\u00eb studimit dhe projektimit n\u00eb nd\u00ebrtim, i p\u00ebrzgjedhuri kryesor p\u00ebr kryerjen e akt-ekspertizave \u00ebsht\u00eb inxhinieri i sip\u00ebrp\u00ebrmendur.<\/p>\n\n\n\n<p>Dokumentet e prodhuara nga kompanit\u00eb private, t\u00eb certifikuara nga Instituti i Nd\u00ebrtimit jan\u00eb kund\u00ebrshtuar n\u00eb dhjet\u00ebra procese gjyq\u00ebsore q\u00eb qytetar\u00ebt kan\u00eb hapur n\u00eb Gjykat\u00ebn Administrative t\u00eb Tiran\u00ebs, ku k\u00ebrkojn\u00eb shfuqizimin e akteve mbi t\u00eb cilat \u00ebsht\u00eb vendosur shembja e detyruar e objekteve.<\/p>\n\n\n\n<p>P\u00ebrgjat\u00eb proceseve gjyq\u00ebsore ajo q\u00eb \u00ebsht\u00eb zbuluar p\u00ebrb\u00ebn nj\u00eb skandal n\u00eb procesin e rind\u00ebrtimit t\u00eb objekteve t\u00eb d\u00ebmtuara nga t\u00ebrmeti. Akt-ekspertizat e thelluara, oponencat teknike t\u00eb Institutit t\u00eb Nd\u00ebrtimit, mbi t\u00eb cilin jan\u00eb marr\u00eb vendimet e K\u00ebshillit Bashkiak t\u00eb Tiran\u00ebs, rezultojn\u00eb t\u00eb pasakta n\u00eb fakte dhe n\u00eb shifra.<\/p>\n\n\n\n<p>Dyshimet mbi v\u00ebrtet\u00ebsin\u00eb e akteve t\u00eb akt-ekspertizave jan\u00eb hedhur edhe n\u00eb raportet e publikuara nga Kontrolli i Lart\u00eb i Shtetit.<\/p>\n\n\n\n<p>KLSH-\u00eb ka ngritur n\u00eb pik\u00ebpyetje kapacitet teknike dhe aft\u00ebsin\u00eb e Institutit t\u00eb Nd\u00ebrtimit p\u00ebr kryerjen e oponencave teknike. N\u00eb disa raporte sektori i Oponenc\u00ebs Teknike, q\u00eb vler\u00ebson dhe dikton fatin e prishjes ose jo t\u00eb godinave pas vler\u00ebsimit t\u00eb akt-ekspertizave t\u00eb thelluara, rezultoi sipas KLSH-s\u00eb me mungesa n\u00eb kualifikim dhe eksperienc\u00eb. KLSH ka konstatuar se mungesa e nj\u00eb laboratori t\u00eb akredituar ka sjell\u00eb dh\u00ebnien e oponencave jocil\u00ebsore dhe munges\u00ebn e kontrollit t\u00eb produkteve nd\u00ebrtimore, duke e kthyer k\u00ebt\u00eb institucion n\u00eb nj\u00eb zyr\u00eb t\u00eb thjesht\u00eb pun\u00ebsimi q\u00eb siguron t\u00eb ardhurat p\u00ebr vet\u00ebfinancim.<\/p>\n\n\n\n<p>N\u00eb Gusht 2020,<a href=\"https:\/\/www.klsh.org.al\/content_text\/3861\"> <\/a><a href=\"https:\/\/www.klsh.org.al\/content_text\/3861\">nj\u00eb tjet\u00ebr auditim i KLSH-s\u00eb<\/a> i kryer n\u00eb Institutin e Nd\u00ebrtimit zbuloi se ekspertizat dhe oponencat, mbi t\u00eb cilat \u00ebsht\u00eb vendosura prishja e objekteve t\u00eb d\u00ebmtuara nga t\u00ebrmeti i 2019 nuk jan\u00eb hartuar n\u00eb p\u00ebrputhje me ligjin dhe jan\u00eb t\u00eb pa bazuara dhe t\u00eb gabuara.<\/p>\n\n\n\n<p><em>\u201cGrupi i auditimit vler\u00ebsoi se, n\u00eb kushtet kur procedurat e ndjekura p\u00ebr vler\u00ebsimin e 11 objekteve t\u00eb Bashkis\u00eb Durr\u00ebs, q\u00eb kan\u00eb p\u00ebsuar d\u00ebme gjat\u00eb t\u00ebrmetit, jan\u00eb kryer n\u00eb kund\u00ebrshtim me kuadrin ligjor dhe rregullator n\u00eb fuqi, dhe si pasoj\u00eb edhe dokumentet &#8211; produkt i k\u00ebtyre procedurave (akt ekspertizat, oponencat) nuk jan\u00eb n\u00eb p\u00ebrputhje me kriteret ligjore, procesi i vendimmarrjes ve\u00e7an\u00ebrisht p\u00ebr prishjen e detyruar t\u00eb objekteve, \u00ebsht\u00eb i pabaz\u00eb dhe mbart riskun q\u00eb nj\u00ebkoh\u00ebsisht t\u00eb jet\u00eb edhe i gabuar\u201d<\/em>&#8211; thuhet n\u00eb raport.<\/p>\n\n\n\n<p><strong><em>Manipulimi me aktet e ekspertizave t\u00eb thelluara<\/em><\/strong><\/p>\n\n\n\n<p>Res Publica ka zbuluar shum\u00eb raste ku akt-ekspertizat nuk pasqyrojn\u00eb realitetin. N\u00eb mbi 20 procese gjyq\u00ebsore t\u00eb hapura n\u00eb Gjykat\u00ebn Administrative jan\u00eb konstatuar problematika n\u00eb aktet e ekspertizave p\u00ebr t\u00eb cilat gjykata, n\u00eb \u00e7do rast kur gjykimi ka p\u00ebrfunduar, ka vendosur shfuqizimin e vendimeve t\u00eb K\u00ebshillit Bashkiak q\u00eb urdh\u00ebronin prishjen e nd\u00ebrtesave.<\/p>\n\n\n\n<p>Raportet e inxhinier\u00ebve t\u00eb pavarur t\u00eb kontraktuar nga ResPublika tregojn\u00eb se n\u00eb dhjet\u00ebra raste se shkalla e d\u00ebmtimit t\u00eb objekteve \u00ebsht\u00eb shum\u00eb m\u00eb e ul\u00eb se sa nga ajo q\u00eb p\u00ebrcaktojn\u00eb akt ekspertizat e thelluara dhe oponencat teknike t\u00eb Institutit t\u00eb Nd\u00ebrtimit. Ekspert\u00ebt i kan\u00eb vler\u00ebsuar d\u00ebmtimet e pallateve n\u00eb shkall\u00ebn DS1, DS2 dhe DS3, q\u00eb n\u00ebnkupton rikonstruksionin e tyre dhe jo shembjen, si kan\u00eb urdh\u00ebruar vendimet e K\u00ebshillit Bashkiak.<\/p>\n\n\n\n<p>N\u00eb raportet e pavarura evidentohet se n\u00eb preventivat e hartuar nga studio t\u00eb ndryshme projektimi ka z\u00ebra t\u00eb panevojsh\u00ebm, t\u00eb cil\u00ebt kan\u00eb rritur vler\u00ebn e riparimit duke kaluar kurifin 70%. K\u00ebto z\u00ebra kan\u00eb qen\u00eb kryesisht n\u00eb: punime dheu; prishje t\u00eb suvas\u00eb s\u00eb jashtme; instalime t\u00eb ndryshme apo dhe gjelb\u00ebrimi e sistemimi i jasht\u00ebm.<\/p>\n\n\n\n<p>\u201cKemi konstatuar punime dheu n\u00eb t\u00eb gjitha preventivat e hartuara, edhe pse n\u00eb asnj\u00eb nga themelet nuk ka pasur probleme cedimi apo krisje. T\u00eb gjitha rastet kan\u00eb probleme me lag\u00ebshtir\u00ebn dhe me amortizimin, pra q\u00eb duhej mir\u00ebmbajtur objekti dhe jo t\u00eb p\u00ebrfshiheshin n\u00eb z\u00ebrin e rikonstruksionit\u201d shpjegoi p\u00ebr Res Publica nj\u00eb prej ekspert\u00ebve t\u00eb pavarur.<\/p>\n\n\n\n<p>N\u00eb shumic\u00ebn e akt-ekspertizave mbi t\u00eb cilat jan\u00eb bazuar vendimet e K\u00ebshillit Bashkiak \u00ebsht\u00eb konstatuar se n\u00eb preventiv \u00ebsht\u00eb vendosur prishje e suvas\u00eb s\u00eb jashtme t\u00eb objekteve, kur dihet se pjesa m\u00eb e madhe e pallateve, si shumica e nd\u00ebrtimeve t\u00eb para viteve 95 jan\u00eb t\u00eb pa suvatuara nga jasht\u00eb.<\/p>\n\n\n\n<p>\u201cKemi n\u00eb preventiv suvatim me grafiato si dhe veshje fasade me polisterol kompakt jeshil. T\u00eb dyja z\u00ebrat bien n\u00eb kund\u00ebrshtim me nj\u00ebri-tjetrin sepse n\u00ebse v\u00ebm\u00eb suva me grafiato, nuk mund t\u00eb vendoset polisterol mbishtres\u00eb, pa llogaritur k\u00ebtu se \u00e7mimin i polisterolit n\u00eb preventiv \u00ebsht\u00eb vendosur 3 fish m\u00eb i lart\u00eb se tregu\u201d &#8211; shpjegojn\u00eb ekspert\u00ebt.<\/p>\n\n\n\n<p>Sa i p\u00ebrket instalimeve elektrike dhe hidraulike jan\u00eb vendosur me nj\u00eb \u00e7mim t\u00eb pa bazuar n\u00eb ansj\u00eb projekt, thjesht \u00ebsht\u00eb vendosur nj\u00eb shif\u00ebr arbitrare.<\/p>\n\n\n\n<p>Bashkia e Tiran\u00ebs refuzoi t\u2019i p\u00ebrgjigjet pyetjeve q\u00eb Res Publica ngriti mbi gjetjet e ekspert\u00ebve apo edhe vendimet e Gjykat\u00ebs Administrative t\u00eb Tiran\u00ebs, n\u00eb t\u00eb cilat vihen n\u00eb pik\u00ebpyetje v\u00ebrtet\u00ebsia e akt-ekspertizave mbi t\u00eb cil\u00ebn \u00ebsht\u00eb vendosur rr\u00ebnimi i pallateve n\u00eb kryeqytet.<\/p>\n\n\n\n<p>Av. Irena Dule, nj\u00eb nga avokat\u00ebt q\u00eb ka ndjekur disa \u00e7\u00ebshtje gjyq\u00ebsore t\u00eb nisura nga banor\u00ebt n\u00eb Gjykat\u00ebn Administrative, tregon se n\u00eb proceset gjyq\u00ebsore \u00ebsht\u00eb v\u00ebrtetuar se ekspertizat e hartuar nga Bashkia Tiran\u00eb referojn\u00eb disa fakte krejt\u00ebsisht t\u00eb pav\u00ebrtet\u00eb.<\/p>\n\n\n\n<p>\u201cN\u00eb qoft\u00eb se ekspertizat e thelluara dhe oponenca teknike e Institutit t\u00eb Nd\u00ebrtimit rekomandonin prishjen e objekteve si t\u00eb d\u00ebmtuara nga t\u00ebrmeti, ekspertizat para gjykat\u00ebs treguan q\u00eb pallatet nuk ishin t\u00eb d\u00ebmtuar dhe nuk duhet t\u00eb prisheshin p\u00ebr k\u00ebt\u00eb shkak\u201d- sqaron avokatja Dule.<\/p>\n\n\n\n<p>Rasti m\u00eb flagrant i akteve t\u00eb ekspertizave t\u00eb thelluara \u00ebsht\u00eb ai i kryer p\u00ebr Pallatin nr. 4 n\u00eb Rrug\u00ebn \u201cMyslym Keta\u201d i cili u rr\u00ebnua nga fadromat e Inspektoratit t\u00eb Mbrojtjes s\u00eb Territorit, pa pritur zhvillimin e nj\u00eb procesi gjyq\u00ebsor.<\/p>\n\n\n\n<p>Instituti i Nd\u00ebrtimit nxorri dy akt konstatimesh, nj\u00eb m\u00eb 6 Dhjetor 2019, dhe nj\u00eb t\u00eb dyt\u00eb 16 dit\u00eb m\u00eb von\u00eb. N\u00eb t\u00eb dy akt konstatimet \u00ebsht\u00eb p\u00ebrcaktuar se p\u00ebr k\u00ebt\u00eb pallat d\u00ebmtimet e shkaktuara nga t\u00ebrmeti jan\u00eb t\u00eb mesme dhe me p\u00ebrshkrimin \u201cplasaritje n\u00eb suva\u201d.<\/p>\n\n\n\n<p>Edhe pse akt konstatimet nuk flasin p\u00ebr d\u00ebmtim n\u00eb nivel t\u00eb lart\u00eb n\u00eb shkall\u00ebn DS4 dhe DS5, si\u00e7 edhe e k\u00ebrkon ligji, p\u00ebr k\u00ebt\u00eb pallat \u00ebsht\u00eb kryer nj\u00eb ekspertiz\u00eb e thelluar n\u00eb Gusht t\u00eb vitit 2020.<\/p>\n\n\n\n<p>Mbi k\u00ebt\u00eb konstatim K\u00ebshilli Bashkiak m\u00eb 1 Mars t\u00eb 2021 vendosi prishjen e detyruar t\u00eb pallatit Nr 4 n\u00eb rrug\u00ebn \u201cMyslym Keta . Por n\u00eb akt-ekspertizat e kryera nga vet\u00eb banor\u00ebt nga ekspert\u00eb t\u00eb licencuar ka rezultuar se pallati ka d\u00ebmtime t\u00eb lehta n\u00eb mas\u00ebn DS2.<\/p>\n\n\n\n<p>Dokumentet zyrtare tregojn\u00eb se rastet kur ekspertizat e thelluara kan\u00eb pasur fryrje artificiale t\u00eb z\u00ebrave t\u00eb punimeve p\u00ebrkojn\u00eb me objektet t\u00eb nd\u00ebrtuara para viteve 90-t\u00eb dhe q\u00eb p\u00ebrkojn\u00eb me zonat e reja t\u00eb nd\u00ebrtimit t\u00eb shpallura nga Bashkia e Tiran\u00ebs.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.respublica.org.al\/kombinat-aty-projektet-e-rindertimit-i-hapen-rruge-shpernguljes-se-detyruar-te-banoreve\/\">N\u00eb nj\u00eb hulumtim <\/a>t\u00eb m\u00eb m\u00ebparsh\u00ebm ResPublika zbuloi se pas prezantimeve n\u00eb salla konferencash, deklaratave n\u00eb em\u00ebr t\u00eb zhvillimit dhe p\u00ebrballimit t\u00eb pasojave t\u00eb t\u00ebrmetit, fshihen procedura t\u00eb shkelura ligjore, kontrata t\u00eb majme p\u00ebr nj\u00eb dor\u00eb t\u00eb vog\u00ebl p\u00ebrfituesish, rr\u00ebnime objektesh t\u00eb kontestuara nga gjykata dhe banor\u00eb q\u00eb jetojn\u00eb me panikun e shp\u00ebrnguljes.
